Married woman spurned by doctor lover, exposes affair

A married woman, who sought psychiatric help after having been sexually abused by a music teacher of hers, began an affair with her therapist that was to last for 13 years. When the therapist eventually decided to end the relationship, she reported him to the Singapore Medical Council.
According to Lianhe Wanbao, the woman told the Singapore Medical Council (SMC) that she went to psychiatrist Dr Kong Sim Guan, now 63, for treatment in 1993 and they began an affair that went on until 2010. During the investigation by SMC, he admitted to having sex with this woman. Dr Kong has been a practicing psychiatrist for 20 years.
According to a statement released by SMC, the doctor claimed that this lady was not his patient when the affair began. He said he had sex with her for the first time in 1997, when he could not resist the advances of the woman. He added the relationship ended in 2009.
Investigations showed that the woman had indeed sought help from Dr Kong after being sexually abused by a music teacher, which the doctor said caused her to sink into a depression and affected her career and marriage. SMC’s disciplinary committee said that as her doctor, he took advantage of her troubled state. In a journal entry written by the doctor on 20 August 2009, he wrote that the woman had not recovered from her condition, indicating that he had been seeing her while she was still vulnerable.
When passing a verdict, the disciplinary committee said, “Whilst we are prepared to give the respondent (Dr Kong) the benefit of doubt that the patient did initiate the relationship, or even seduced him, the respondent could have stopped the patient from taking this matter further. We, however, find that he encouraged her, directly or indirectly, by visiting her at home, taking her to physiotherapy and accompanying her to a hotel."
The committee added that sexual relationship between patient and doctor is a serious violation of professional ethics and has brought shame to the entire medical community. Dr Kong’s license was suspended for three years. In addition, he was fined $10,000 and has to bear all the investigation expenses.
He has a son and a daughter, and resigned from his position last year. A female staff from the clinic he worked at previously said, “he told us he was retiring and left last year. I did not expect that he resigned due to his involvement in such case.”
