<HR>1,052 employers hauled to court for housing foreign workers in poor conditions

SINGAPORE: The authorities are cracking down on poor housing provided by employers of foreign workers. Checks by the Ministry of Manpower (MOM) have found that hundreds of dormitories that don’t meet health and safety standards.
It’s hauled 1,052 employers to court in the first 11 months of this year alone.
Between January and November this year, MOM conducted 661 checks on foreign worker accommodation and 281 of the housing sites were badly overcrowded.
These were located in dengue and chikungunya clusters and at illegally converted dorms at factories.
One employer even housed his workers in a rubbish bin centre and was fined S$20,000.

Twenty others were slapped with fines ranging from S$200 to S$2,000 while the rest were issued warnings.
Some 1,370 affected foreign workers have since been relocated to approved housing by their employers.
The ministry said housing foreign workers in unacceptable living conditions endangers their safety and health.
The Humanitarian Organisation for Migration Economics (HOME) agrees with this and said more education is needed to change this mindset.
Foreign workers said recruitment agents usually gloss over details about housing conditions. Some employers have even told HOME that overcrowding and unsanitary conditions shouldn’t be an issue because workers are used to such living conditions in their home country.
By law, employers must provide workers with acceptable accommodation throughout their employment.
According to the Manpower Ministry, foreign workers’ accommodation must meet various statutory requirements.
These include proper land use by the Urban Redevelopment Authority, Housing Development Board or Jurong Town Corporation; building structural safety standards by the Building and Construction Authority; fire and safety standards by the Singapore Civil Defence Force; environmental health requirements by the National Environmental Agency; and drainage and sanitary/sewerage system requirements by the Public Utilities Board.
They could be fined up to S$5,000 and jailed up to six months for each offence.
In addition, the Ministry takes these previous offences into consideration when employers apply for work permits. - CNA/vm
