Men charged with sex with minors

By Claire Huang | Posted: 30 March 2012 1210 hrs

SINGAPORE: Six men have been charged in court with having sex with underage prostitutes.

The men, aged 24 to 59, were charged in July 2011 with obtaining the sexual services of three Vietnamese girls, aged between 16 and 17.

They allegedly paid the girls S$100 to S$200 per session for sexual services.

The accused are 55-year-old Loh Kian Ann, 45-year-old Yee Yew Seng, 40-year-old Chan See Sean, 54-year-old Wee Lian Kee, 59-year-old Seah Seng Kok, and 24-year-old Justin Guo Zhijia.

If convicted, they could be jailed for up to seven years, fined or both.

Under the law, it is illegal to pay for sex with anyone under the age of 18.

Three other men were charged in connection with this case.

The three -- 69-year-old Loy Hee Cheng, 60-year-old Tan Wah Eng and 52-year-old Chong Heng Kow -- were charged on Friday morning with abetting the offences in March, June and July 2011.

They will face the same penalties as the six men.

Court documents stated the three men had conspired with Seng Swee Meng and his Vietnamese wife Ngo Tien and obtained money ranging from S$100 to S$120.

This was said to be for the consideration of sexual services of the underage girls and they have thereby abetted the offences of the six men.

Seng faces multiple charges of harbouring 30 hostesses and prostitutes and also of running a brothel.

The Vietnamese girls were said to have worked at various pubs located in Joo Chiat and Geylang at the time of the offence.

Seng is expected to be sentenced on 11 April 2012.

His wife has skipped town and a warrant for her arrest has been issued.

These cases are not related to the ongoing online vice probe.

Six men have been charged in court today for allegedly having sex with underaged prostitutes.

The six men are suspected of paying for sexual services with three Vietnamese prostitutes, one aged 16 and two aged 17, in separate instances in July last year.

It is understood that the six, aged between 24 to 59, are all well-to-do men that include bosses and directors.

Up to nine men may be charged altogether in this case.

The six men are, Justin Guo, 24, sales consultant, who is single and from a well-to-do family; Chan See Sean, 40, the owner of a construction company; Yee Yew Seng, 43, single; Wee Lian Kee, 54, married, and the owner of publishing contractor company, Loh Kian Ann, 55, married, and the director of three construction companies; Seah Seng Kok, 59, married.

The six are currently out on bail and ordered not to have any contact with the victims.

It is understood that the men had all met the prostitutes in karaoke lounges and coffeeshops, before striking a deal with them, then carrying out the sordid transaction in budget hotels in Geylang.

They paid between $100 to $200 for the sexual services.

If convicted, each of the men may face up to 7 years' jail, or a fine, or both.

Online vice ring has no link to latest case, say police

Published on Mar 31, 2012

By Leonard Lim & Tham Yuen-C

The police say an online vice ring that made the news last month is not linked to Friday's case, which involved nine men charged with having commercial sex with underage Vietnamese prostitutes.

Investigations into the earlier incident are still ongoing, a police spokesman told The Straits Times on Friday.

However, sources said the high-profile probe - which counts a former primary school principal, public servants, finance professionals and lawyers among the 80 men called in for questioning - may be in its final stages.

Some of them are believed to have had paid sex with a prostitute who was below the age of 18 at the time.

Man jailed 5 years for running prostitution ring

Posted: 11 April 2012 1839 hrs

SINGAPORE : For nearly three years, a husband-wife duo ran a ring of Vietnamese prostitutes, many of whom were underage, and lived off their earnings.

For that, 42-year-old Seng Swee Meng was jailed five years on Wednesday after pleading guilty to 15 counts of violating the Women's Charter Act.

His wife, Ngo Tien, a Vietnamese national, is still at large after she left Singapore with their their3-year-old daughter last July.

The duo recruited the women, some of them were between 16 and 17 years old at that time, from October 2008 to August 2011.

They put the women in their Geylang apartment where Seng's wife would coach the women on plying their trade.

Throughout their stay here, the pair would also take a cut of the girls' earnings, varying between S$300 and S$700 each time.

In addition, Seng and Ngo introduced the women to their friends, and ordered them to provide sexual services for their friends as well.

On one occasion, they arranged for a 16-year-old girl to have sex with Seng's friend, a 52-year-old man, for S$100.

Seng turned himself in after his apartment was raided last August which saw 30 Vietnamese women being arrested.

The court heard that Seng, who is currently unemployed, became involved in vice activities through his wife.

In his mitigation, Seng's lawyer, S S Dhillon told the court that Seng was "reluctant to be drawn into the scheme" but assisted her eventually out of "financial desperation".

He added that Seng was not the mastermind as his wife made the arrangements for the Vietnamese women to be brought into Singapore.

For receiving the women in Singapore and living off their earnings, Seng could have been jailed up to five years and fined a maximum of S$10,000 for each offence.

Pimp jailed for forcing underage girls into prostitution

Shin Min Daily News

The couple operated a prostitution den in Geylang.

A man has been jailed for five years for working as a pimp.

The court heard on Thurday that Seng Swee Meng and his Vietnamese wife have been operating an illegal prostitution den from an apartment in Geylang since 2008.

Seng faced 51 charges for offences like harbouring prostitutes, living off their earnings, operating an illegal prostitution den and arranging for underage girls to provide sexual services.

He is believed to be the first person to be sentenced for abetting paid sex with a minor.

During the hearing, it was revealed that Seng and his wife Ngo Tien would instruct young Vietnamese women to only drink with clients but not provide sexual services.

But later, the couple would then “sell” the girls’ virginity for between $1,500 and $2,500 to clients.

If the girls refuse to be sold or hand over their earnings, they would be beaten.

In his mitigation plea, Seng pinned the prostitution racket on his 31-year-old wife.

He claimed that his wife was well-connected in Vietnam and it was she who had convinced him to start a prostitution den after his renovation business failed.

His wife is now on the run after she left for Vietnam with their three-year-old daughter three days before their den was raided by the police.

Seng’s Vietnamese sister-in-law has also been jailed 18 months for acting as an agent in charge of the prostitutes.

His Vietnamese brother-in-law is also believed to be involved in this case and is now on the run.

Man pleads guilty to sex with underage prostitute

By Alvina Soh | Posted: 03 July 2012 1333 hrs

SINGAPORE: A sub-contractor on Tuesday pleaded guilty in court to having sex with an underaged prostitute.

54-year-old Wee Lian Kee admitted to paying the Vietnamese girl, who was then 16 years old, S$180 for sexual services.

He is one of the six men who were previously charged with paying for sex with Vietnamese girls, aged between 16 and 17, in July 2011.

Under the law, it is illegal to pay for sex with anyone under the age of 18.

Wee, a father of three, met the girl and two other Vietnamese girls in Geylang last July.

The court heard that the girl worked as a hostess in a KTV lounge.

Wee was told that the girl was of age, and he did not verify further.

He later booked a hotel room in the vicinity and paid the girl for sex.

In mitigation, Wee's lawyer, Mr James Lee, said that his client was "careless" in trusting the girl's claim of her age.

Mr Lee added that Wee only found out about her age after he met her again and she showed him her passport.

Wee was said to be "shocked and frightened" and did not have sex with the girl after that.

Wee will be sentenced on 3 August.

If convicted, he could be jailed up to seven years and fined.

SINGAPORE: Two men were jailed on Friday for having sex with underage Vietnamese prostitutes.

54-year-old Wee Lian Kee, a subcontractor, was jailed nine weeks for paying a girl, who was then 16 years old, for sex.

46-year-old Yee Yew Seng was jailed three months and one week for having paid sex with a girl, who was then 17 years old. Yee, a former storeman, was also found guilty of a second charge of theft.

He stole various electronic items, including fans and cordless jug, from a store at Shunli Industrial Complex in May this year.

Wee and Yee are part of the six men who were previously charged with paying for sex with Vietnamese girls, aged between 16 and 17, in July 2011.

Court documents revealed that both men met the Vietnamese girls on separate occasions in Geylang.

When they asked about the girls' ages, they were told that the girls were of age. However, the court heard that the men did not verify the ages.

Both men later paid them between S$180 and S$200 for their sexual services at nearby hotels.

Previously in mitigation, Wee's lawyer had said that his client was "careless" in trusting the girl's claim of her age. Wee, a father-of-three, was also said to be "shocked and frightened".

Also pleading for leniency, Yee's lawyer on Friday told the court that Yee was remorseful.

For having paid sex with underage girls, both men could be jailed up to seven years and fined.

Man jailed for having paid sex with underage girl

By Kimberly Spykerman | Posted: 07 September 2012 1817 hrs

SINGAPORE: A man was sentenced to six months' imprisonment on Friday for having paid sex with an underage girl last year.

Loy Hee Cheng, 69, who works as a driver and repairman at a construction site, paid the then 17-year-old Vietnamese prostitute $100 for sex.

This happened at his office in the Golden Mile complex last March.

Loy was one of the men implicated in the case involving sex with underage Vietnamese girls.

Seng Swee Meng, the 42-year-old who operated the vice syndicate with his Vietnamese wife, was jailed five years in April this year.

Seng had pleaded guilty to offences that included the harbouring of prostitutes, receiving them at Changi Airport, and abetting to obtain commercial sex with minors.

In the trial involving Loy, the victim had told the court that she had met him through her pimp.

A week after she arrived in Singapore, she was told to meet at a coffeeshop in Geylang, where she was then escorted to a pick-up driven by Loy.

He then took her to buy some tissue, before heading to his office at Golden Mile complex, where they had sex.

Loy denied this, saying that he only took the girl sightseeing to places such as Mustafa Shopping Centre, Chinatown and Marina Square.

He also said that they only stopped at his office to watch television.

The prosecution said that Loy's evidence beggared belief, and that the girl's evidence had proven reliable and credible. She was even able to give accurate descriptions of the layout of Loy's office.

Loy, who is married with three children, is appealing against the sentence.

For having sex with a prostitute below the age of 18, Loy could have been jailed up to seven years and fined.
