A previous CPIB director and the current no. 3 were both caught having extramarital office affairs before their posting to CPIB.

Hang on a second. My 'radio' should be alright. Just checking - if 2 or more DDs who would you consider as no.3? Was this no.3 investigated by CPIB for 47 hrs and 59 minutes during the ALS fiasco?

Notice that the new incoming Chiefs have been appointed to take over the appointments permanently, effective 1st Februrary, and not temporarily as acting-Chiefs (which is usually the case during investigations). This means the CPIB investigation has gone deep and far enough to confirm that the two Chiefs currently under investigation, will NOT have a chance of getting their old jobs back.

About 10 days ago, TR Emeritus received news from an anonymous tip-off that SCDF Commissioner Peter Benedict Lim Sin Pang was under CPIB investigation. However, at the time, TR Emeritus was unable to confirm the news from the various official channels with regard to the allegation.

Singapore Civil Defence Force commissioner Peter Benedict Lim Sin Pang is under investigation by CPIB. He was brought in on last Thursday (5 January 2011). AC Eric Yap will take over his duties. The rumours going around say that it also involves Director Technology Department. The accusation implicated receiving money and sexual favours from ST in exchange for purchasing IT products.

In the allegation, the informant implied that SCDF Commissioner Peter Lim has stopped work because of the investigation and his duties were taken over by AC Eric Yap Wee Teck. The informant also alleged that the corruptions involved a company supplying IT products to SCDF and that the Director of the Technology Department may be involved. Money and sexual favours were reported to have been received.
However, the news was finally confirmed by Wanbao:

《联合晚报》接获惊人消息,指民防总监林新邦(51岁),日前被贪污调查局传召问话,他事后被停职一个月,专车的使用权也被遞夺。
除了林新邦,中央肃毒局局长黄文艺(45岁)也牵扯其中,同样被贪污调查局传召问话。
黄文艺在案子中扮演的角色不得而知,但根据消息来源,整个案件的侦办方向,似乎与金钱与女色有关!
Wanbao reported today (24 Jan) that the SCDF Commissioner Peter Lim Sin Pang, 51, was alleged to be involved in corruption and was suspended from duties for 1 month. Six other SCDF officials, including two of senior rank, are being questioned. Wanbao further reported that CNB Chief Ng Boon Gay has also been “summoned for questioning”.
Wanbao revealed it has received the shocking news that Peter Lim was earlier summoned by CPIB for questioning. Thereafter he was suspended for 1 month. The privilege for him to use SCDF car was revoked.
Wanbao also mentioned that money and sexual favours may be involved.
Peter Lim joined SCDF in 1987 as an Engineering Service Officer.
In the course of his career with SCDF, Lim has held amongst others, the appointments of Commander 1st CD Division; Head Operations Department; Head Joint Ops Planning (concurrent Head Joint Emergency Planning) in MHA; Director of Civil Defence Academy; AssistantCommissioner (General Staff) before being appointed as Deputy Commissioner SCDF on 1 June 2005.
On 20 May 2009, Peter Lim took over the top position of Commissioner SCDF from James Tan after the latter retired.
Peter Lim is a scholar. He received his Diplom-Ingenieur engineering degree in Hamburg, Germany in 1986 under a PSC-Carl Duisberg Gesellschaft scholarship.
