Recall how the PAP morons had some ten or eight proposals from different investors to bid for the IR initially before the PAP morons pissed them off to make their withdrawals?

They announced Sand to be final WINNER for the red dot casino only to find out that they are just LOSERS together with these useless Sand.

There is nothing wrong with IR. The concept and implementation is flawless. But global events can sometimes affect the schedules. Nonetheless, it will be a masterpiece and a great addition to the economy of Singapore, soon.
