One of the govt's role is to keep medical cost low & ensure its affordability to the mass population. Seeking lower medical costs elsewhere should be an option for the people, & not an option for the govt to offer to its people. I guess this is the reason why many people were so pissed off.

I think the reason for buying illegal ciggy is the same as borrowing from loanshark. The govt should also find out the root cause, instead of issuing punishment alone. Preventive action is better than corrective action.
