There can be lots of reasons. Like (1) Keeping options open (2) Owning (or being able to inherit) landed property in SG (3) Visa free travel to certain countries (eg PRC)

So I guess it is still up to the whim of the govt ... typical. By the way I think the online option does not allow you to declare that you have acquired the citizenship of another country. You have to declare "no" to proceed.
