Perhaps the PAP didn't search hard enough so that they failed to spot Dr Koh for GE2011? Or did they judge Dr Koh to be less suitable than Tin Pei Ling then?

Firstly, the PAP candidate Dr Koh Poh Koon is probably not of minister calibre, otherwise he would have been picked for GE2011.
Secondly, I don't need a specialist doctor to look after my ward. He would probably be too busy with work...
