Just a note - Top Gear in its latest season did a test with a Toyota Prius and a BMW M3... They got the Prius to do 1 lap around their race track at the fastest speed it could go and got the M3 to tail the Prius... They found that the Prius actually consumed more petrol doing that fast lap...

Me thinks the LTA created this problem (with more COEs) and are now "happily solving" it by erecting more ERP gantries... And if you look around, at least in the CBD, a lot of the congestion is due to the perpetual roadworks, as well as the road closures for the F1 (F9 if you ask me)...
