I believe this is just a normal inspection checkpoint. Typically targeted not at SG cars but on JB motorcyclists and heavily modified Protons. They are not there to check vehicle speed as you have mentioned.

That's right, speed limit is 70kmh along the Coastal Highway which is ridiculous. Hmm, I think I better start watching my speed when I travel there as well...tend to go way faster than even 110kmh due to the emptiness.
