Actually the last group that u mentioned. They can also choose to rent out their HDB. Either rent a cheap condo in JB or retire in a Decent Retirement Village. 2k SGD easily can get 5-6k myr. Enuff to do so wo working. If stay in SG's HDB, work till DIE. :(
