I think EW will be much better and cheaper than the unpredictable SP Setia SEC. Anyway, look carefully at the floor plan design of Eco Summer unit. If you can accept the weird design (no windows for all the toilets, toilet in the middle, very small built-up size etc), go for it.

China developers are much more reliable compare to local developer. They are cash rich and wont abandon their project. Soon you will see local developers having cash flow problem. Furthermore, BI condo and apartment have many quality problems and defects.

For own stay, both are good if you like the concept. Since you mentioned is for investment, my opinion is both are not an ideal choice. However, if force me to choose between the two, Eco Summer should be a better choice than SEC.

BI is a mature town. If you plan to buy a condo, my advise is go for the Danga area. Danga area is booming and the view and environment are definitely better than BI.
