Don't think they need to bring in the CECAs in some cases.

I deal with a number of TLCs and have noticed that they are outsourcing services more and more to be performed direct from CECAland despite everyone knowing that the service standard is shite. My take is that most non-TLC businesses are not jumping on the CECA bandwagon and therefore the TLCs have been "forced" to sign these contracts to justify PAP's commitment to the CECA agreement.
