I'm willing to bet the traffic to the sites has gone up since the block was imposed. Before the block I'd never heard of these sites. Now everyone has the links and 90% of those that have discovered these wonderfully informative websites have VPNs or use https://1.1.1.1 or https://8.8.8.8 as their primary dns lookup.
