The problem with ageing condos is that the lifts usually become obsolete i.e. no more spare parts, so the entire system has to be overhauled. That may cost more than $10K per household, so the ground floor units will definitely vote against this. These include systems to prevent lifts from moving unless the doors are fully closed and secured, or to automatically stop them if they move upwards too quickly.
