In order to control you first have to establish a foothold. Of course the Chinese have been "serving" foreign entities ever since they gained economic clout. They currently "serve" scores of nations helping to build infrastructure, providing financing and establishing technological ties. The beauty of this is that they are doing it out of the goodness and kindheartedness that the Chinese people are known for the world over.
