Hi, I would like to ask for everyone's opinion-could the mall be held liable for this, since the stopper did not serve its intended purpose? I acknowledge that I have my own shortcomings, but I also believe that the mall bears responsibility, considering the effective dimension is already compromised.

Driver fault.
Becos the mall can only estimate and cannot customise each stopper for different types of cars.
 
The iron bracket should be padded with a thick rubber buffer to absorb impact, unless the driver possesses F1-grade expertise when in reverse parking. IT can be further improved by installing a warning prominent RED LED flashing light to alert bobo-king in parking
The iron bracket's width ranges from approximately 100cm to 150cm or smaller, allowing it to create an open reserve space on the parking lot surface. The parking box spaces can then be redrawn and aligned accordingly on both sides moving forward.

To be fair, Mall should provide a safe space for parking. There is a always a caveat to protect the mall from holding any responsibilities if there is any mishap like falling debris, errant drivers etc.

But in this case, the Mall clearly need to hold some responsibility as it failed to provide a safe parking space in the first place. Please remember that the Mall charges parking fees.

how do you define "safe". Nobody asked the driver to reverse until hit the barrier. It is the driver that needs to be alert.
