The PLA will operate the equipment. Just as US army will operate tomahawk missiles if its used in Ukraine.

Israel initiated the war with a large-scale surprise offensive attack using a combination of airstrikes, drone attacks, and Mossad operatives, Israel hit Iranian military and nuclear facilities, assassinated military leaders and scientists, and targeted majority of air defense systems crippling it causing Israel's jets to fly in out out with any resistance. After ceasefire 12-days conflicts ended in June, Iran is likely to have expedited its efforts to acquire air defense systems and weaponry from China and Russia, rather than waiting for a few months. As of now, approximately three months have passed since the initial agreement. It is probable that a team of specialists has been left behind to train Iranian personnel on the operation and maintenance of the systems.
