In driving theory once a car reaches the last 2nd arrow, it should and has all legal rights to accelerate past the stop line, regardless of whether it is amber or green. This is because precisely to accommodate for such cases in the event the light turns amber (which one will never know), then it will go past before light turn red but if it moves too slow the car will end moving past after light turn red or applying unnecessary e-brake due to panic and end up right in the middle of the junction end up even more dangerous become like a clown, which you sometimes see on the road. These are all taught by any legit driving instructors during training.
In this case, the Lambo is just moving a normal speed and speed up a bit at the 2nd arrow and passed the junction stop line but did not expect the Mazda to turn right in front of the junction which no normal car can avoid regardless of applying e-brakes will also be too late. At such discretionary right turn junction, the Mazda should check and stop if necessary to ensure there is no straight oncoming car moving near the junction before turning right, which obviously the driver did not do and is in the wrong.
Trying to beat the red light situation is completely different, which is when the lights turn amber at a far distance before second arrow, then the car accelerate and speed at excessive speeds to beat the red light at high risk and in most cases the lights will turn red before the car crosses the line which is illegal which is not in this case.
