When the court case is deliberately delayed to favour an influential person, it is a delay tactic and considered misconduct by the judiciary. While such actions are unethical and potentially illegal, they are difficult to prove against a judicial officer and might require filing a motion for sanctions or a complaint with a judicial conduct authority to address the issue, though success is not guaranteed.
