Most people living in authoritarian regimes have a laughably child-like trust in 'the authorities'. If the scammer makes a convincing sales pitch that he is legit and 'official', his victim will take the bait.

Singaporeans are highly educated TO BE SCAMMED by PAP. So they also easily scammed by others.
