UMNO instigated the racial riots of 13 May 1969, and used it as an excuse to say "See? The evil Chinese are bullying us Malays, hence we have no choice but to implement racial quotas from now on" for everything from University admission (eg. Chinese get AAAAA can't enter Medicine & Law, but Malays get BBBBB can get in), to scholarships, land ownerships, bank loans, etc.
