Malaysia has yet to secure the cooperation of an unspecified country to extradite fugitive businessperson Low Taek Jho, or Jho Low, according to Home Minister Muhyiddin Yassin.
"We are discussing (with this particular country) but until now, there is no trace of him.
"We know where he is but we cannot proceed with the matter to bring him back unless the country cooperates," he said at a ceramah in Semenyih tonight...

That 'unspecified country', if you believe Miles Kwok (郭文贵), is China. Jho Low is hiding in Shanghai and China (the mayor of Shanghai?) is refusing to hand him over.
