外交部長吳釗燮今天宣布，中華民國與中美洲邦交國薩爾瓦多斷交。目前中華民國邦交國已降到17個。繼5月1日多明尼加、5月24日西非的布吉納法索先後宣布與台灣斷交，位在中美洲的邦交國薩爾瓦多也宣布斷交。打開台灣邦交史，近18年來，共計15國斷交，目前邦交國數目下滑至17國，台灣外交空間因中國打壓一路艱辛。

路透社也以快訊報導，薩爾瓦多總統桑契斯（Sanchez Ceren）宣布已與台灣斷交，將與中國建立新外交關係。
總統蔡英文才剛結束風光過境美國、出訪友邦巴拉圭和貝里斯的「同慶之旅」，「任務順利完成」在昨晚返抵國門。外交部長吳釗燮今天宣布和薩爾瓦多斷交，並表示「很遺憾在蔡英文總統出訪回來第一天就要宣布這個消息」。
繼5月多明尼加、布吉納法索與中華民國斷交後，薩爾瓦多是4個月來第三個斷交的邦交國，也是蔡政府上任以來第5個斷交的國家。吳釗燮7月中才到薩爾瓦多訪問，並與薩國總統桑契斯會談，就雙邊事務交換意見，桑契斯強調對雙邊邦誼的堅定支持；目前我駐薩爾瓦多大使是謝妙宏。

中華民國與中美洲邦交國薩爾瓦多斷交，目前中華民國邦交國已降到17個。蔡總統中午在副總統陳建仁、行政院長賴清德、總統府秘書長陳菊、國安會秘書長李大維、外交部長吳釗燮、陸委會主委陳明通等人陪同下，召開記者會說明。
蔡總統說，政府掌握薩爾瓦多斷交訊息已有一段時間，這段期間內竭盡所能，希望能夠避免讓薩爾瓦多成為兩岸外交戰的戰場。很遺憾的是，中國政府並沒有任何退讓的意思，因此再三施壓，企圖以薩爾瓦多的斷交，來打壓台灣人民走向世界的意志。
蔡總統指出，斷交不是單一事件，這些都是中國一連串文攻武嚇的一環，包括軍機繞台、要求國際航空公司改名，以及取消台中市東亞青運舉辦資格，還有最近的85度C事件，中國的打壓從來沒有改變過，而且無孔不入。
她表示，現在的中國不只是兩岸和平的威脅，中國在世界各地干涉各國內部事務、破壞國際市場秩序，已經造成全球局勢高度的不穩定。她要再一次提醒國際社會，這不只是台灣的事，情勢迫切，已經不容許有任何一點姑息。
蔡總統表示，現在的兩岸關係，已經不只是兩岸之間的問題，也是區域問題的一環。中國正以加深對台灣的壓力，凸顯在區域中的影響力和實力。中國對於台灣主權進逼的力道，已經非往昔可比，中國的要求以及所作所為，都已經超過台灣各主要政黨的底線。此時此刻，不是相互比較兩岸政策的時候，而是要團結一致，合力守住主權的共同底線。
蔡總統說，「以中華民國台灣之名的外交關係被破壞，就是挑戰我們共同的底線，壓迫我們的邦交國，以跟中華民國台灣斷交為建交的前提，就是對我國主權的侵犯。」
她說，「中華民國台灣」是現狀，是現階段最大公約數，也是台灣人民團結的基礎。只有團結，才能向中國發出清楚訊息，讓它不會誤判台灣人民的底線，更不會心存僥倖，以為在不同的政黨、不同的政治人物之間，可以有挑撥分化的空間。「越是打壓，越要團結，越是打壓，越要走出去」。
蔡總統表示，身為國際社會的一份子，台灣有權利立足世界、走向世界，2300萬的台灣人和其他國家的所有人民一樣，有權利享有平等自由，以及獨立主權和尊嚴。過去兩年來，台灣人不曾因為威脅，就放棄自由民主、就放棄貢獻國際社會的決心，未來仍會訴諸理念相同的國家，共同對抗中國逐漸失控的國際行為。
她呼籲邦交國珍惜和中華民國台灣長久的友誼，以及對友邦實質發展的貢獻。
蔡總統說，「以與中華民國斷交作為建交的前提，就是對我們的主權侵犯」，她最後呼籲「愈是打壓、我們愈要團結。」

外交部今（21日）上午宣布，位於中美洲的薩爾瓦多共和國與我國斷交。對此，薩爾瓦多主要媒體證實，薩爾瓦多總統薩爾瓦多·桑切斯·塞倫（Salvador Sánchez Cerén）表示，將與中國建交，甚至表示所有在在台學生都將立刻送往中國。

據《新聞報（LA PRENSA GRÁFICA）》報導，薩爾瓦多總統桑切斯表示，和台灣結束外交及貿易關係，接著將和中國建立商業以及外交關係。另外一家薩爾瓦多主要媒體《今日報（EL DIARIO DE HOY）》則報導，桑切斯演講時直言，「朝正確的方向走去，是符合國際法原則，且也將為國家帶來巨大利益」。
另外，桑切斯還表示，所有薩爾瓦多在台灣的學生，「通通都將立刻送往中國」，稱是要確保其安全無虞。

吳釗燮今年2月從總統府秘書長轉任外交部長，但上任不久後，5月份，我國兩個友邦多明尼加、布吉納法索，接連宣布與我國斷交、與中國建交，當時吳釗燮在與布吉納法索斷交後，就曾向蔡英文總統口頭請辭，表示應該負責，後來府方強力慰留，吳釗燮才表示她會留下「繼續為我們的外交奮鬥」。

現在薩爾瓦多又斷交，也成為吳釗燮接任外交部長以來的第三個斷交國。此次是否會請辭下台？吳釗燮解釋，上一次的狀況是一個月連續斷交兩次，那個政治責任他必須承擔，因此立即表明請辭負責，不過今天早上還沒跟總統見面，如果有見面會討論。

China and the Republic of El Salvador established diplomatic relations on Tuesday, after the Central American country severed "diplomatic ties" with Taiwan.

TAIPEI, Taiwan — Taiwan broke off diplomatic ties with El Salvador on Tuesday as the Central American country defected to rival Beijing in the latest blow to the self-ruled island China has been trying to isolate on the global stage.
The break in ties means Taiwan is recognized as a sovereign nation by only 17 mainly small, developing countries. In Beijing, Chinese Foreign Minister Wang Yi announced that his government had established ties with El Salvador.

"History will prove that establishing diplomatic relations with China is in full accordance with the fundamental and long-term interests of the country and the people of El Salvador," Wang said.
Taiwan split from mainland China amid civil war in 1949, and Beijing, which considers Taiwan its territory, campaigns relentlessly to isolate the island globally. It cut off relations with Taiwanese President Tsai Ing-wen's government shortly after she took office in 2016 and has been steadily ratcheting up both diplomatic and economic pressure.
Earlier this year, the West African nation of Burkina Faso and the Dominican Republic broke ties with Taiwan and resumed or established diplomatic relations with China.
Taiwanese Foreign Minister Joseph Wu on Tuesday condemned what he called China's campaign of luring away Taiwan's allies with promises of vast financial aid and investment.
Taiwan is willing to consider co-operating with its allies in education, farming or even infrastructure initiatives, Wu said, but refuses to compete with China in buying diplomatic support.
Wu said that El Salvador had repeatedly sought large amounts of funding from Taiwan for a port project that a Taiwanese team of engineers dispatched by the government thought wasn't economically feasible.
"We think this is an inappropriate development plan that risks causing both countries to fall into great debt," Wu said, noting that some developing countries were increasingly concerned about the risks of unsustainable debt linked to Chinese investments.
Wu said El Salvador's ruling party was also expecting Taiwan to provide funds to help it win in elections, but Taiwan refused.
"It is irresponsible to engage in financial aid diplomacy or compete with China in cash, or even in providing illegal political money," Wu said. "My government is unwilling to and cannot do so."
Some analysts say Chinese President Xi Jinping, one of the most powerful Chinese leaders in decades, seems determined to bring Taiwan under Beijing's control during his time in office, which would place him in the history books alongside Mao Zedong.
The island's 23 million residents are strongly in favour of maintaining their de facto independent status, but Xi has previously warned a Taiwanese envoy that the issue of unification cannot be put off indefinitely.
Salvadoran President Salvador Sanchez Ceren said on national television that China and El Salvador would discuss ways to co-operate in trade, investment and infrastructure development.
"It will give great benefits to the country and provide extraordinary opportunities on a personal level to each one of you," he said.
The move comes just a day after China's foreign ministry said it had complained to the U.S. over Taiwanese President Tsai's visits this month to Los Angeles and Houston while in transit to diplomatic allies Paraguay and Belize.
The administration of President Donald Trump has been boosting relations with Taiwan amid a brewing trade war with Beijing.
Tsai urged the island's people to unite despite the pressure the government was facing diplomatically.
"Taiwan will not yield because of pressure," Tsai said in a televised address. "We will be stronger and more united, and this will strengthen Taiwan's determination to go out."

今天（8月20日）晚上，台当局领导人蔡英文的“过境”之旅，终于要画上一个并不圆满的句号了。
而从一下飞机就被五星红旗包围，到引发台企85度C在陆危机，再到被海外华人高呼“蔡省长”……这一路被抗议、被围堵的“出访”，可谓尴尬至极，又窘迫至极。
这不，当昨天（19日）蔡英文离开拉美前往美国休斯敦，原本作为既定飞行航线一环的墨西哥关闭领空、送上“闭门羹”——而这也是蔡英文“过境”美国期间第二次遭墨西哥冷遇而不得不选择绕路。
被墨西哥领空两次拒绝后，台当局很尴尬……
近一周以来，台媒对蔡一行所乘华航专机飞行线路的梳理，可谓信息量巨大，而蔡英文专机绕行墨西哥的实锤，也恰来自于此：
当地时间13日下午（北京时间14日），专机启程离开洛杉矶，但并未沿太平洋海岸南下并经墨西哥前往中美洲，而是沿美墨边境线平行美国一侧，经得克萨斯州飞往迈阿密航管区。
当地时间18日下午，返回休斯敦的华航专机则再次远离墨西哥海岸线外220海里，经迈阿密航管区调度的古巴哈瓦那航道飞行，随后在路易斯安娜州新奥尔良市飞往休斯敦。

很显然，一来一回，两次航路均在墨西哥上空转了一个明显的弯。
“蔡英文的专机前往休斯顿时再受墨西哥的‘阻扰’，一如去程蔡英文由洛杉矶飞往南美洲时，墨西哥拒绝开放领空，必须绕道西南方走远路，返程时其专机依旧未能获得墨西哥许可。”驻拉丁美洲的台湾资深媒体人郭笃为，在19日的一条推文中率先就此爆料。
郭笃为还进一步透露，专机实际飞航记录显示，原本伯利兹直飞休斯顿的航线仅需2小时27分钟，绕行后飞行则超过4小时才抵达。

消息传来，岛内哗然。但更尴尬的戏份也随之上演……
先是台外事部门跳出来强行挽尊“打脸”称，飞行航线即为既定航线，是华航团队依照国际惯例与飞航条件为访问团安排的“最适合”航线。此外，声明还进一步列出飞机去程详细路线予以自证。
继而更有《自由时报》等绿媒对郭笃为的“卖惨说”进行了避重就轻的驳斥，认定郭笃为是在释放错误资讯，企图炒新闻带风向，“没有随之起舞的必要”。
但有趣的是，无论台当局的解释，还是绿媒的驳斥，都刻意绕过了一个关键点，那就是在由美国往返拉美的过程中，作为直飞航线必经环节的“墨西哥”是否对专机封锁了领空？
对此，小锐今天也通过国际航空网站确认了蔡英文来往拉美所乘华航专机信息，查询后发现，去程专机的确绕过了墨西哥，但由巴拉圭回程休斯敦的专机，却在后半程神奇地“消失”了——不知出于什么考虑，华航专机中途更改了航班号，并取消了飞行信息的对外公开。

十多年前，墨西哥领空还拒绝过陈水扁——
那么，为什么是墨西哥？
事实上，此次两度拒绝蔡英文专机背后，正是一直以来这个地处遥远的南美国度对一个中国原则的坚定支持。
2013年，中国国家领导人访问墨西哥期间，双方共同发表的联合声明，其中第七条明确指出：墨方表示坚定奉行一个中国原则，重申墨西哥政府关于台湾和西藏是中国领土不可分割的一部分的立场……
此后多个场合及会面中方时，墨西哥政府及其重要官员都一再重申恪守一个中国原则。

而在新华社驻墨西哥城记者吴昊看来，谈论墨西哥对一个中国原则的支持，不能抛开当前中墨关系向好的大背景。
墨西哥驻华大使何塞·路易斯·博纳尔·罗德里格斯近期的表态无疑佐证了以上观点，他在一次公开采访中表示，两国关系正处于“史上最好的时期”。
与此同时，安徽大学国别和区域研究院院长兼拉丁美洲研究所所长范和生也告诉小锐，从趋势来看，随着中国国力的增强，在国际舞台上的作用越来越大，包括一些拉美国家在内的广大发展中国家期望中国在国际上更好发挥引领作用，而最近台当局遭遇的诸多来自拉美国家的“断交”更表明，这些国家已经在自身发展和被台湾拖累的选项之间做出选择。
据范和生了解，对蔡英文此行，拉美国家其实普遍表示不太欢迎，所谓的“邦交国”更是打着算盘想捞好处。
“由此可见，台当局的做法已经引起拉美国家的警觉。墨西哥是拉美大国，它的表现对于整个拉美国家具有方向引导作用，相当于对台当局发出了警告。”范和生说。

事实上，对企图分裂国家的台当局领导人以这样的方式发出警告，墨西哥并非第一次这样做。
正如多数台媒都曾提起的2007年的一段往事：当时的台当局领导人陈水扁“出访”尼加拉瓜，结束时原本规划越过墨西哥领空直飞洛杉矶，但因墨方突然拒绝，导致飞机不得不绕道公海，航程增加近5个小时，无奈之下，陈水扁只能取消原定洛杉矶的活动。

TVBS新闻网就指出，比对台湾前领导人马英九到中南美洲“出访”能够飞越墨西哥来看，专机能否在中美洲“畅行无阻”，是两岸关系的重要指标。
此外，台湾中时电子报也评论认为，蔡当局要解决到处被“阻扰”的国际困境，仍须务实回到两岸关系来思考。
《联合报》则进一步警告称，此番“过境美国”后，台湾的所谓“国际空间”不排除被继续“切香肠”，出现国际组织的参与及“邦交国”数目等方面进一步紧缩……
显然，社交媒体上岛内网友的评论也呼应着台媒的判断，在痛批蔡英文企图借“过境”作秀同时，网友们还大胆预测了下一步台当局所要面对的未来：

在台湾问题专家张彬看来，蔡英文企图“过境”，不管是华人华侨的反对，还是南美一些国家关闭领空等等，都展现出一个中国原则在国际社会上普遍的认同。
而联系到此前台中市东亚青运会举办资格的被取消、世卫大会台湾不能参加、“友邦”接连“断交”等等先例，从整个两岸发展趋势来看，台当局在两岸关系上的做法没有任何好处，只会给台湾带来灾难。
张彬告诉小锐，从这个角度而言，所谓“蔡英文过境美国是一次突破”，不如说是“擦边球”或“白日梦”。

Now basically Taiwan has no where to go, It either merge with ah tiong land and be under the CCP or risk invasion. The USA has said it will not fight for Taiwan....and basically most ppl in Taiwan prefer to be under the CCP than risk being invaded. I also believe that AH Tiong land is not as strong and powerful militarily as its made up to be. But Taiwan has weaken for the past decade so it cannot do anything. Its economy and military is a joke and it needs ah tiong land economically. And ROC is in the past, things change with time,,,,and if Taiwan will not stand up for itself, its better to surrender and peacefully reunify than be stuck in purgatory.

Taiwan is the 1x biggest economy in the world, they are doing alright, they will survive economically even if China increases pressure to choke Taiwan's economy. doubt it's really that easy and straightforward for China to take Taiwan by military means. the KMT is right. improve Taiwan's relationship with China. no unification, no independence and no war. the status quo remains for the foreseeable future. that's realistically the best scenario for the Taiwanese people.

昨晚刚刚结束窜访回台，今天一早就召开记者会，只是计划赶不上变化，蔡英文计划中的“表功会”竟成“断交”宣告会。
据台湾中时电子报报道，台外事部门负责人吴钊燮在记者会上透露，昨夜接获相关消息，今早7点多了解到“没有希望”后，遂向蔡英文报告，决定与萨尔瓦多“断交”。

吴钊燮还说，萨尔瓦多和北京选在此时宣布消息，“针对性非常强”，对大陆这样的做法“没办法接受”。
对吴钊燮来说，之所以“没办法接受”，除了“断交”时机以外，恐怕还与自己的“苦心”白费有关。
就在上个月（7月），吴钊燮刚刚亲赴萨尔瓦多，试图挽留这个台当局自称在6月便已掌握其“断交”意向的“友邦”。
有台网友翻出台外事部门在7月14日发给媒体的一篇新闻稿。这篇新闻稿在大标题中写道，“吴钊燮‘访问’萨尔瓦多顺利成功”。

如今刚过一个月就被狠狠“打脸”，吴钊燮的“委屈”可想而知。
但更焦头烂额的，无疑还是蔡英文本人。
“2年断5‘邦交国’！”今天一早，台媒就开始计算起蔡上任两年来的外事“成绩”。与此同时国民党也召开记者会痛批蔡英文当局“无能”，要求其向台湾民众道歉。

但这一陈词滥调的发言也遭到台媒扒皮：原来早在5月被布基纳法索“断交”时，蔡英文也是亲自召开记者会攻击大陆“打压”，并宣称“不会再忍让”。
这也难怪早就听厌空话的台网友纷纷发出嘲讽：“把这段话录下来，还能用17次。”

今天下午的外交部例行记者会上，发言人陆慷对萨尔瓦多政府“承认并承诺恪守一个中国原则”的立场表示了“高度赞赏”。
而这也是四个月以来，中方第三次做出这样的表态：
5月3日，外交部发言人华春莹对多米尼加“朝野和社会各界一致支持中多建交”表示“高度赞赏”；
5月24日，陆慷对布基纳法索“决定同台湾断绝所谓‘外交’关系”表示“高度赞赏”。
而在今天下午针对有记者问“台湾方面认为中国与萨尔瓦多建交与大陆‘金元’有关”的提问，陆慷直接予以否定，称中萨建交“是政治决断”，“绝不是台湾方面某些人想象的所谓‘交易筹码’”。

陆慷还郑重表示：“我也想提醒台湾方面有些人，世界各国同中华人民共和国建立和发展正常友好的国家关系史大势所趋、人心所向。希望岛内某些人能够看清世界大势，不要把任何问题都理解为钱的问题。”
在中国前驻墨西哥大使、察哈尔学会外交事务委员会委员曾钢看来，此前巴拿马和多米尼加与中国建交，给其他拉美国家带来了积极的示范效应。
“这些国家越来越认识到和台湾当局保持所谓‘邦交’没有任何前途和出路，参与中拉共建‘一带一路’前景广阔，与中华人民共和国建交是大势所趋。”曾钢说。
“被断交”之后，台当局仍在搞“小动作”！
萨尔瓦多与中国建交的消息，也在大陆社交媒体上引来网友一致欢呼，不少网友还奉劝“蔡省长不要再出去了”。





“仅仅两年多的时间已经被5个‘邦交国’‘断交’，可以看出台湾的外部环境是多么‘悲催’。”台湾问题专家张彬对小锐说。
但张彬同时指出，虽然台湾国际空间越来越窄这一事实已无可争议，但我们不能忽视的是，台当局一直都没有放弃在国际社会搞小动作的心思——打着“过境”的幌子大肆窜访外，台当局也在伺机与那些并未有“外交”关系的国家拓展所谓“实质外交关系”。
