I use to think foreigners are culprits of such bad misconduct until yesterday. While on a run, I saw two sinkie gin na kias, probably early secondary age. Speaking in proficient English but throwing their 100plus plastic bottle on the grass patch. Me fug them straight away. I loudly shouted at them that if they don't pick it up and throw in the bin, I will take a picture and send to NEA.
