China's largely rubber-stamp parliament on Saturday unanimously re-elected Xi Jinping as the country's president.

The vote was witnessed by journalists inside central Beijing's Great Hall of the People.

The legislature is packed with delegates loyal to the ruling Communist Party meaning Xi's re-election was never in doubt. On Sunday parliament voted to amend the constitution to remove
presidential term limits, meaning Xi can stay indefinitely.

Former top graft-buster Wang Qishan, a key ally of President Xi Jinping, was also chosen as vice president on Saturday, a widely-expected move that nonetheless breaks with convention and
underlines Xi's dominant authority.

Wang bowed twice and then walked over to Xi to shake his hand after the vote was announced inside Beijing's Great Hall of the People. Only one person voted against Wang out of the 2,970 votes cast.

Known as "the firefighter" for his central role in tackling issues like corruption and domestic financial problems over the years, Wang also has experience dealing with the United States in his former role as a vice premier who led annual economic talks with Washington.

He was a major player in Xi's battle against corruption, with dozens of senior officials jailed during his tenure as the top graft-fighter, including the fearsome domestic security chief Zhou Yongkang, now serving life in jail.

Wang's appointment has the potential to reshape what has traditionally been a ceremonial role.

China's relationship with the United States is likely to be a key part of his remit, according to diplomats and sources with ties to the leadership.

(CNN)China's government is about to be massively restructured to fit President Xi Jinping's agenda.

From a powerful new financial regulator to a super ministry to deal with the environment, wide-reaching changes to the way China is governed were passed by the National People's Congress, the country's rubber-stamp parliament, on Saturday.
Experts said the sweeping reforms were some of the largest since the end of the Mao Zedong era in the 1970s.
"Clearly Xi is shoring up his power, but I would suggest what China also wants to do more than anything else is define a mode of government which is not liberal and at the same time ... is predictable, reliable, which is safe for businesses to invest in," Rana Mitter, director of the University China Center at Oxford, told CNN.

It comes just a week after the term limits on the Chinese presidency were removed by the National People's Congress as part of a power grab by Xi which effectively allows him govern for life if he chooses. He was confirmed for a second, five-year term in office on Saturday.
According to state media, under the new plan the number of ministerial-level bodies will be reduced by eight to make the government "better-structured (and) more efficient."
However, Mitter said the entire Chinese power structure has effectively been reshaped around Xi's priorities, including cracking down on corruption, shoring up the economy and environmental protection.
Here are five of the most significant changes and what they mean for China.

China is planning to formalize the rules for its new anti-corruption agency, the National Supervisory Commission or NSC.
It's the latest stage of Xi's ruthless campaign against corruption in China, which forced out multiple high-level party leaders and sent thousands of other officials to jail.
The new commission has long been teased in official media and its powers are expected to extend outside the Communist Party and the military to the rest of the government.
What does it mean?
In a December report examining the framework of the new commission, Amnesty International said it was concerned the body's "far-reaching powers" could significantly infringe on Chinese citizens' human rights.
China clears way for Xi Jinping to rule for life
It is expected to run parallel to China's judiciary, effectively putting it alongside, if not above, courts and prosecutors. A Brookings Institute analysis of the new laws said citizens accused of corruption would have "little or no legal recourse" to challenge the body.
Jiangnan Zhu, associate professor at the University of Hong Kong's politics department, said the new commission would have agencies at national, provincial, prefectural and county levels, giving it countrywide reach.
"It will be the highest state organ of supervision ... It will help solidify the Chinese Communist Party's hold of the Chinese government and discipline a wider array of people who engage in public sectors," she said.

China is creating an environmental protection super ministry to tackle the growing problem of pollution in its fast-growing economy, the government announced Tuesday.
Air pollution killed more than 1.1 million people in China in 2015, the most in the world, according to a study published by the US-based Health Effects Institute.
Replacing the Ministry for Environmental Protection, the Ministry of Ecological Environment will set China's future environmental policies as well as ensuring they are properly enforced.
New evidence from a University of Chicago study found China was making progress in its "war on pollution," improving air quality by as much as 42% in parts of the country.
What does it mean?
Pollution control was one of "three battles" identified by Xi in 2017 as a focus for his second term as China's President, the other two being defusing financial risks and eradicating poverty.

Ma Jun, one of China's best known environmentalists, told CNN the new ministry would help to strengthen pollution controls and build a "beautiful China."
"Taking water pollution as an example, the original duties of groundwater, watershed management and agricultural pollution control fall under various ministries and commissions ... resulting in responsibility overlaps and buck-passing," he said.
"After the integration of these responsibilities, the long-term situation of the 'Nine dragons governing the water collectively' will end," he said, using a Chinese saying.

With the reorganization, China's government will also take concrete steps to address the second of Xi's three battles -- growing concerns around financial risk and bad debt endangering the Chinese economy.
In May 2017, China's credit rating was downgraded by Moody's amid concerns over their debt levels, which rose to about 170% of GDP in the previous year. Seven months later, insurance giant Anbang was seized by the government, ostensibly due to concerns over its billion-dollar spending sprees outside China.
A new Banking and Insurance Regulatory Commission will be created by combining two former regulators, while the People's Bank of China -- the country's central bank -- will be given additional regulatory powers.
According to party mouthpiece People's Daily, the changes are designed to supervise China's growing financial industries to avoid "financial risks" and protect consumer rights.
What does it mean?
The Chinese government and Xi himself have placed a huge emphasis on shoring up the country's economy to avoid collapse or recession.

Shi Dalong, researcher with Suning Financial Services, said in a report the past supervision of Chinese banks and financial services hadn't been smooth.
But there could be a risks going forward as the new commission and Xi ally Liu He work to tighten regulations, Tan Kong Yam, Economics professor at Singapore's Nanyang Technological University, told CNN.
"(In the past) there have been periods where they tighten credit and it lead to slower growth, so they had to relax somewhat. It's a very fine balance between disciplining the system ... and overliberalizing it," he said.
Tan said there were also likely to be complaints from state-owned enterprises and banks as they found it increasingly difficult to get easy credit and loans to expand.

A new international development cooperation agency will be set up to help coordinate China's aid across the world, according to state broadcaster Xinhua.
It will report directly to the State Council, China's cabinet headed by Premier Li Keqiang. The aim is to enhance China's international credentials as a "major country," according to state media.
Previously China had no dedicated agency devoted to foreign aid, despite giving tens of billions of dollars in overseas assistance since 2000. There is little transparency over how China's aid is spent, however, or how much is investment and loans compared to actual assistance.
What does it mean?
China has an increasingly ambitious foreign policy, including its huge Belt and Road trade and investment program, and is shaking up its foreign ministry as US global influence wanes under President Donald Trump.
'Weaponizing capital': US worries over China's expanding role in Africa
Bob Carr, former Australian foreign minister and director of the Australia-China Relations Institute, told CNN previously Beijing had provided aid in a "heavy-handed manner."
"I think they will shift to a profile in overseas development that will resemble that of OECD countries," he said.
"They've been studying it for some time and I think (the new agency) means aid will be more directly related to the social and economic needs of the state. Fewer big political or vanity projects and fewer examples of a Chinese-built road to a Chinese port to a Chinese mine."

It was the agency that implemented China's infamous one-child policy with an iron fist from its creation in 1981 until government control was relaxed in 2015.
Now the Chinese government has announced the Family Planning Commission will be dismantled as the administration moves away from population control.
What does it mean?
China's birth rate dropped in 2017, down 630,000 compared to the previous year, despite the government announcing two years ago Chinese couples were officially allowed to have a second child.
The removal of the Family Planning Commission was both "important and symbolic," Yi Fuxian, scientist at the University of Wisconsin-Madison and author of "A Big Country in an Empty Nest" told CNN.
"With the enforcer of family planning population policy retiring from the historical stage, China has completed a u-turn in the national population policy," he said.
"I believe it's the end of an old era and start of a new era for population policy -- respect for life, protection of human rights, regard population as wealth rather than waste, and treat people as human beings rather than trash."

  当这一选举结果宣布时,全场爆发出长时间热烈的掌声。

  会议还同时选举栗战书为第十三届全国人民代表大会常务委员会委员长,选举王岐山为中华人民共和国副主席。

  上午9时,十三届全国人大一次会议第五次全体会议在人民大会堂举行。

  习近平、李克强、栗战书、汪洋、王沪宁、赵乐际、韩正等出席会议。

  会议应出席代表2980人,出席2970人,缺席10人,出席人数符合法定人数。

  会议由大会执行主席、主席团常务主席陈希主持。大会执行主席王东明、许其亮、张轩、娄勤俭、骆惠宁、蒋超良在主席台执行主席席就座。

  会议首先表决通过了十三届全国人大一次会议关于国务院机构改革方案的决定,批准了这个方案。大会要求,国务院要坚持党中央集中统一领导,精心组织,周密部署,确保完成国务院机构改革任务。

Strongman politics is back. And for anyone who thought otherwise, a quick peruse of this weekend’s headlines should help set them straight.

On Saturday in Beijing, Chinese President Xi Jinping received a thunderous ovation at the Great Hall of the People as he was sworn in for a second term, just minutes after receiving a unanimous mandate to do so and less than a week after lawmakers voted to revise the constitution and remove the two-term limit.

On Sunday in Moscow, Vladimir Putin will seek to become Russian president for the fourth time, and an emphatic victory looks on the cards.

While the proceedings in China and Russia might not pass muster by Western definitions of free elections, the liberal euphoria that swept across the world following the collapse of the Soviet Union is now well and truly in retreat. History did not end as Francis Fukuyama predicted. Neo-authoritarianism is on the march once more.

Ironically, it was the collapse of the Soviet Union almost 30 years ago that provided the impetus for the resurgence of the strongman leader.

For him, the break-up of the Soviet Union was an unparalleled catastrophe: Russia lost a third of its land and half of its population. Its once powerful military was left to rot and its economy was carved up and monopolised by a handful of oligarchs. Its international standing was in a free fall, and by the end of Boris Yeltsin’s presidency in 1999, few in the West were taking Russia seriously any more.

In a Levada Centre poll in 2001, 74 per cent of Russians said they regretted the collapse of the Soviet Union. But with a promise to make Russia great again – combined with his ruthless, some say murderous, political plays – former KGB man Putin began his two-decade reign in the Kremlin.

Xi Jinping’s power has a purpose – one person to see China through its development plans

Perhaps nowhere other than in China was the collapse of the Soviet Union so studiously examined and discussed by the political elite.

In January 2013, soon after Xi took over as Communist Party general secretary, he convened a meeting with his top leaders to discuss why the Soviet Union had collapsed.

“A key reason,” he told the assembled group, “is because they lost the ideological battle. They completely rejected the history of the Soviet Union and rejected Lenin and Stalin. Once they lost the ideological unity, the party organisations stopped functioning and the military stopped listening to the party,” he said.

On Monday, Qiushi Journal – the flagship theory magazine of China’s Communist Party – republished an article citing Xi’s 2013 speech and expanded on the lessons to be learned from the dissolution of Soviet Union.

Unlike Putin, Xi inherited a well-institutionalised party with a monopoly over the country’s social, political and military resources. Hence, the rise of neo-authoritarianism is attributable not only to one man, but rather reflects the thinking of the entire party.

As the party’s ideology mastermind, Wang Huning is perhaps also its best spokesman. A scholar who is clearly ill at ease in the public spotlight, he is now China’s fifth most powerful man, following his elevation to the all-powerful Politburo Standing Committee in October.

The 61-year-old is also one of only a handful of cadres to have served under three party chiefs – Jiang Zemin, Hu Jintao and Xi.

A former Shanghai-based international relations expert, Wang has been preaching neo-authoritarianism since the 1980s, even at the peak of China’s liberalism that culminated with the pro-democracy demonstrations in 1989.

In an article published in 1988, he listed the capability to assert universal command over the whole of society as the most important tool for a government to implement the “authentic distribution of social resources”.

“An interesting pattern is … the countries and regions that are more developed usually have high political efficiency. In other words, most of them prevailed under a centralised political leadership,” Wang wrote in a journal affiliated with his alma mater Fudan University after studying the economic miracles of South Korea, Taiwan and Hong Kong in the 1980s.

He also wrote that government efficiency and democratic decision making were to some extent contradictory.

Wang believed that China should base its development on its own history, culture and on-the-ground reality. He concluded that a liberal, Western system would be disastrous and that only a strong and centralised party leadership could protect the country from endless internal conflicts and focus its resources on development.

Over the years, this thinking has gone through various modifications but its general direction remains unchanged. After the crackdown of the pro-democracy protests in 1989, liberals in the party were marginalised. At the same time, hard core Maoists lost their influence after decades of open-door policies and economic reform. Neo-authoritarianism, coupled with a rising nationalistic sentiment, became the dominating force in party talks.

Li Shuzhong, a policy adviser on the constitutional amendments and vice-president of China University of Political Science and Law, said the concentration of power would help in the enforcement of policies.

“It’s a bit in the vein of the neo-authoritarianism talked about before,” he said in reference to the decision to scrap the presidential term limits. “It’s aimed at enforcing order by asserting the authority of the central leadership,” he said.

“The faith of President Xi and the party to implement its reform and opening up policy is very firm … the route and the goal are both correct.”

The change to the constitution was passed in a vote by the National People’s Congress on March 11 that saw just two objections and three abstentions.

As well as removing the presidential term limit, the vote enshrined the leadership of the Communist Party in the charter and, by extension, made it unconstitutional to challenge the one-party rule.

Li said that the changes reflected the party’s belief that the major challenges China faced, including corruption and the stagnation of reform efforts, were the result of a lack of strong party leadership.

A similar view was voiced by Liu He, a Harvard-trained economist and one of Xi’s top advisers on economic policy since 2012.

“Lots of major flaws in China since 1949 were due to the lack of a concentrated and authentic leadership,” a source quoted the Politburo member as saying at a panel discussion to discuss the charter amendments last week.

The breakup of the Soviet Union is the "revolution" that undid the Bolshevik revolution of 1917. But it was all too drastic - within the same century. As can be seen in the I-Ching philosophy, revolution is an matter of gravity. If the little kids in China were to be seduced by the empty talks of democracy, that would be the end of political stability for China. Xi Jinnping was fully aware of it. Other parts of the I-Ching use to talk about gradual changes and evolution as the more natural course of change.

There is no condition in present day China to warrant a revolution. No sane Chinese leaders would want to go the way of "democracy" of the red-shirt-yellow-shirt-type as in Thailand! But during the ending Qing period, it was time for a revolution and Mao did it well to return dignity to the Chinese. Now it is lucky Bo Xilai is not around; instead we have a strong leader X. His campaign against corruption will go down in Chinese history to be the best that could happen - no corrupt nation can rise and make any impact on the world. Just look around! What is Thailand famous for? etc, etc...

I think Russia is not all lost. It takes time for the chaos to settle. Don't dismiss the Russians yet.

The director of Alexei Navalny’s Anti-Corruption Foundation has been detained at Moscow's Sheremetyevo Airport for organizing an anti-election rally in the run-up to Russia’s presidential vote.

Navalny called on his supporters to boycott the March 18 presidential elections after his presidential bid was shut down by election officials late last year over a past fraud conviction. Since calling for the boycott, Navalny’s aides have faced arrests across the country in a government crackdown against the initiative.

Roman Rubanov was detained in the airport early on Tuesday after passing customs and later charged with organizing an anti-election rally in Moscow on January 28.


With less than 30 days remaining until Russia’s elections, Navalny’s campaign manager Leonid Volkov has warned that government pressure against activists is set to increase.

“[They] can lock up anyone that they want to lock up so that they’ll miss the day of voting,” he wrote in a Twitter post on Tuesday after Rubanov’s arrest.

“They have charged him with organization of the rally on January 28," Volkov added.

Last month, two Navalny campaign aides were arrested after arriving at the airport in Moscow over the protest on Jan. 28.
