Regardless of being a part of the Schengen visa waiver, Finland hasn't yet been exempted from the contentious and restrictive Schengen visa coverage. The tradition of granting temporary residence to individuals from non- Schengen states is still somewhat opaque. If you're planning to go to Finland, it's ideal to apply for a non- Schengen visa ahead so as to prevent problems with this Schengen visa policy.
