If she is really wheelchair bound for 23 years, that means she could not use her legs for 23 years, and if you visited the hospital or have friends who can't use their legs and are sitting on wheelchair for long period of time, you will notice that their legs will be as thin as bones as they can't use their leg muscle and the muscle would not have developed.

That is why if you have friends in coma for a long period of time, even if they woke up suddenly, they can't just sit up cos they don't have the muscles to do that.
