The Gnome on his own Island

There is always danger in traduction of the established narrative tapestry to suit a specialized point of view. This is especially true when one examines the life of a person of multifarious viewpoints, a man who has had (apparently) something to say about everything even when he has claimed not to have anything to say about it. Then, the specific temptation is to try and find the one mind, the one strand of thought, that binds all the sayings together.

But as a moment’s reflection will establish, even for less complex persons such as ourselves, this is not possible. We are simply too different from ourselves when compared even at different times of day and in different company and different places and when speaking on diverse occasions.

The problem of the historian who aims at biography is therefore not to delve too deeply into the psychology of the individual — even when the personality is immediately presented, this can be problematic to a professional psychologist — but to determine what kind of picture one can paint in sure and uncontestable strokes while capturing the essence of a personality in such a way that those who may have known him, and those who read of him and examine his works, may say that this was quite likely the man.

The essay I am writing will therefore a be pen-sketch, perhaps a charcoal outline, of a specific perspective on the Gnome. It is an outline of his ideas on education, how these may have led to his acts of educational intent that are part of the history of Atlantean education up to the pre-university level, and the consequences of these actions which are part of the public record. It will not capture the man himself, but provide a single silhouette from a narrow viewpoint.

It is intended that In combination with other such silhouettes, a kind of hologram may be constructed that will be a kind of remembrance of the service of this inimitable and gnomic public servant. There are few who could withstand the Thunderer's blasts; yet the Gnome gave as good as he got, in good faith and genuine camaraderie. At the end of the Gnome's 25 years of ministerial service, we read a genuine sense of loss in what the Thunderer wrote to him:

Your biggest contribution to me personally was that you stood up to me whenever you held a contrary view. You challenged my decisions and forced me to re-examine the premises on which they were made. Thus we reached better decisions.

The Thunderer was later to write, in his own biography: "The one retirement I felt most keenly was [the Gnome's]... He [felt he] had done enough, and it was time to go."

To this day, it's still hard to capture the essence of the man who for so long was the Thunderer's true and faithful internal opposition. He was a myriad times more effective in this respect than any opposition party, having the gravitas and the intellectual ability to know his stuff better than anyone else. He was strangely blind to human personalities and characters, but that made him blunt enough to square off against the Wielder of Lightning himself, and survive.

I often wish that those authorities with authoritarian tendencies would at the very least have the brains or fortune to have a Gnome in their inner circle. Unfortunately, most such dictator-types or autocrats, principalities or powers, do not see the need for such a person.

Who casts not up his eye to the sun when it rises? but who takes off his eye from a comet when that breaks out? Who bends not his ear to any bell which upon any occasion rings? but who can remove it from that bell which is passing a piece of himself out of this world? And yet, some people are like peninsulas. The Gnome was one of them.

Surely not. There're rules for declaring public holiday. Dying in office qualifies, but Goh Keng Swee didn't die in office. The last one was way back in 1982, President Benjamin Sheares, died in office, state funeral of course and public holiday on funeral day, TV live telecast also.

Damn so if old mental fart dies now we get extra day holiday? And why is GKS given a state funeral, can't he afford his own? Moreover he is no longer serving the nation. Another waste of public fund.

Think the 97...started with the Thais and spread like wild fire throughout Asia. That was when Mahatir blamed the financial debacle on George Soros and fixed the MYR against the USD.

Black Monday 1987 as never generally known as the Asian Crisis 1987 however papsmearer tried to insist using semantics. Severe the plunge may be, it was nonetheless an aberration. No lasting harm.

Recall Dr Goh for adivce? Making a mountain out of a molehill ! By & large, after Spore recovered from the '85 recession, it is healthy growth all the way until Asian Financial Crisis of 1997.

I like what Dr Goh Keng Swee's wife, Dr Phua said in today's The Straits Times, 15/05/10, page 3: " He did all these things not for money, not for glory or to be honoured, but for Singapore and Singaporeans. And he enjoyed taking the challenge."

The new generation of leaders, especially the Cabinet Ministers should learn from him in this respect.

Goh Keng Swee, his famous words when he was Minister of Defence was "remove that man". And a lot of Majors, and Lieutenant-Colonels and some (one or two) Colonels were removed from command, and began to "hentak kaki" for the rest of their service. THe CGS then, BG Winston Choo would gladly comply.

That was his solution for fixing the problem in the SAF, if the officer responsible for that problem (read: scapegoat) was idenfified, he was then thus removed from command (if he was a commander) or posted out, or given another lower appointment.

Yes I did got confused between 87 and 97. And then finally recalled going to BKK during 98 and found many uncompleted buildings as a result of crisis. My bad.

His met this lady during the system engineers review of MOE in the 70s. She is highly qualified. He went on to marry her and she attended official functions as his wife and he continued in cabinet for many years. He retired when he became sickly. He took on the China consultancy to keep his mind active. Even before his China stint, one look and you know that he was not well.

i heard this anecdote from old timers. apparently Dr Goh and Wee kim wee used to be warded in the same hospital (Sgh?). Whenever they met in the same room Dr Goh would announce to his fellow colleague and ex president "Today is another bonus! We are still alive!"

Dr Phua is the widow. GKS divorced his first wife (unnamed so far) in 1986 and married Dr Phua in 1991, acc to the ST.



The lady in question is Dr Phua, who was a language specialist at MOE. I don't know if she divorced him later. There is no mention officially if he has left a wife behind.
 
First wife Alice Woon he married in 1942. No mention of her upon GKS's death - I presume she up lorry earlier than him though she is 7 years younger than Goh (if alive, that will make her 84). Source: Ms Tan Siok Sun's 'Portrait of Goh Keng Swee'.

Further reflections on Goh's Impact on Jurong: When Jurong was transformed from swamp to industrial estate, the other spin-offs were:- The Taman Jurong estate & Boon Lay HDB flats are the earliest HDB Flats built to house the people who work in the fledgling factories & plants. Jurong Theatre, Savoy cinema serves their basic entertainment needs. Of course, then Jurong Drive-In cinema came & went. Jurong Bird Park, the Chinese Gardens, Japanese Gardens creation also credited to Goh - to add balance to the industrial landscape & also to create some man-made 'tourist hotspots'. So, in totality, Goh has left many imprints on Jurong. As for controversies attributable to GKS:- - The Goh Report & repercussions. Today, the term 'elite' is widely used. Goh may inadvertently be the 1st to institutionalize the 'elite' concept in Education when 'The Gifted Programme' was launched around 83/84. As for the Immersion Programme & creation of SAP schools, I think more due to LKY & his plan to create national stream in English & end so-called vernacular schools. As for streaming in Pri 4 (part of Goh Report) into monolingual, EM2, EM3, there are pros & cons. Probably the focus then was cut down high drop-out rate. But the stigmatization issue became a sore point. But Dr Tay Eng Soon was moved to Education & with the boost given to vocational education, the upgrading from Baharuddin Institute/STI/VITB to today ITE's gleaming regional campuses, ITE is as they say nowadays NOT 'It's-The-End'. So, streaming got good got bad. In fact for those in primary schools in the late 60s & early 70s, remember, all classes are similar at every level whether you are in 2A, or 2B or 2C, it is arbitrary. I remember only in Primary 5 do I find myself grouped into A, B or C according to merit, A class being the best, C the slowest etc. Streaming has entered my academic life ! - Moral Education. It started during the early 80s when both Goh & Old Man like to put a lot of store in the merits of Confucianism. So, the teaching of Confucian/Bible/Buddhist/Hindu/Islamic studies. After a run of 7/8 years, was stopped due to unforeseen outcome of proselytism - Creation of Institutions from EDB, DBS, JTC to Spore Technologies Group of companies, GIC, Temasek etc. Especially the latter 2. To me, no controversies here. It is absurd to equate who is responsible for appointing Temasek Holdings/GIC's present leadership & their poor performance to the creator of these bodies who created them for sound, innovative reasons.

There is no confusion, except in your mind. There was a financial crisis in 1987. This is a fact. Don't try to bullshit about what to call it. This is the crisis I referred to. If you are ignorant of its existence until my post, just say so.

To you there is no controversy. To everyone else, huge problem. Please address them. U need to ask yourself questions like why create these 2 orgs. instead of just one. Most countries have only one SWF. He created 2 with duplicate overhead, costs, BOD, etc. WHat a waste of money. What Temasek does overlaps with what GIC does and vice versa. Yes, they like to say they are different, but in reality, their orgs. can be consolidated into one. Temasek's formation in particular was very contentious. This damn company started buying up the index, and started the govt. on the road to GLCs. Today, an abnormally large percentage of the stock market is controlled indirectly by Temasek, thru its ownership in GLCs. This is healthy for S'pore? Is there any doubt now at how inefficient they are? In addition, setting up the orgs. to allow them to speculate on investments with our "rainy day fund", "retirement fund", and "emergency fund" instead of in conservative investments is irresponsible.

As for appointment of the present leadership. I have news for you, many of the present leadership of Temasek and GIC were there from day one, ie Con you, Dhanabalan, etc. When he set up these 2 orgs. he also set up a structure where they were NOT ANSWERABLE to anyone. He does not make it mandatory in their articles of incorporation to publish annual audited financial statements. He does not provide an independent oversight set up for these 2 orgs. Today, these 2 orgs. lose billions of dollars, and the exact nature and losses are shrouded in secrecy. I would't be so fast to praise him for setting up these 2 PAP feeding troughs .
