No!! It simply means, your HDB is not facing the main road to cause any major concerns without a flag. It is visually impractical to a superficial city like Sinkapore.

In the 90's, alot of flags.... nowdays hardly see one that is voluntarily put by own citizens..... on the contrary, if you walk around brand new apartments, you will see a couple of SG flags... these are most likely foreigners, new citizens, etc...
