As China’s economy has grown, so too has the country’s ability to intimidate foreign companies and effectively force them not to do business with Taiwan. It’s not for no reason that Taiwan is developing, at great expense, its own diesel-electric attack submarines rather than just buying them from Germany, France or Spain like most countries do.
This month China objected to a seemingly more mundane Taiwanese acquisition program. But the details help to frame Beijing’s own military priorities. China aims to sink Taiwanese warships. And it doesn’t want any new defensive technology getting in the way.

In April the Taiwanese defense ministry announced it would buy Dagaie Mk. 2 decoy-launcher upgrade kits from French company Lacroix for $112 million. The launchers would equip the Taiwanese navy’s six Kang Ding-class missile frigates.
The Dagai looks like a missile launcher. But instead of missiles, it launches three kinds of decoys: one with radar-foiling chaff, another with flares for spoofing infrared-guided missiles and a third that spreads smoke for a ship to hide in.
“The Kang Ding-class warship jamming rocket launch system of the navy is a system, combined with the combat system, which can effectively improve the survival rate of ships in the face of the threat of enemy missiles,” the Taiwanese defense ministry told Naval News.
The need is clear. China possesses thousands of air-, land- and sea-launched anti-ship missiles that, in wartime, could overwhelm the Taiwanese fleet. If the Taiwanese navy is to play any meaningful role in the island country’s defense against a Chinese invasion, it first must survive the opening salvo of missiles.
It’s arguable whether any frigate self-defense system truly would matter when the Chinese military can launch dozens of missiles at each Taiwanese vessel. And also considering the Kang Dings’ main defensive armament is a single launcher for obsolete Chaparral missiles.
But Beijing for one seems to believe the Dagais might actually make the Kang Dings meaningfully more survivable. “Our stance against foreign arms sales to Taiwan or military security exchanges with Taiwan is consistent and clear,” Zhao Lijian, deputy director of the Chinese ministry of foreign affairs, told reporters. “China has expressed serious concerns to France.”
“We once again urge the French side to abide by the one-China principle, cancel the plan of arms sales to Taiwan, and avoid damaging China-France relations.”
But “the relevant French companies do not accept Chinese criticism,” one reporter remarked. So it appears the Taiwanese navy will get its new missile-spoofers. And the Chinese fleet might have to try just a little bit harder to sink those frigates.
