Sylvia: tender specs rigged to ensure only AIM qualified

Workers' Party (WP) chairman Sylvia Lim has rejected the Ministry of National Development's (MND) finding that residents' interests had not been compromised in a deal between People's Action Party (PAP) town councils and the party-owned company, Action Information Management (AIM).

In a strongly-worded speech in Parliament, Ms Lim questioned numerous aspects of the AIM deal, including the terms of the tender, the nature of AIM and the one-month termination clause in the event the town council changed hands.

On the tender, she suggested no software company here could fulfil it other than AIM, because it required all directors to have town council experience. She also said there was no reason given for the need for the one-month termination clause - and added that the MND report did not address this issue.

"MND fell short in not admonishing the PAP TCs for risking disruption to the public in the name of politics," she charged on Monday, during the debate over a ministerial statement on town councils.


During the speech, Ms Lim said that WP MPs were committed to being politically accountable to voters for town management under the current regime, as set out in the Town Councils Act.

She also offered suggestions for the upcoming review on town councils on restricting the sale of a town's critical assets, such as its IT system, to external vendors and longer termination periods in the event of a handover.
 
I thought that Cow Be Cow Bu claimed this type of accounting software can be bought off the shelf?
If what he claimed is true then no need to include this sort of tender specs at all.
 
There was a youtube video between SL and Penang Cow in Parleement. Ah Cow just said there was an off the shelf SW that could do the job..but could not name the SW...did look like a Cow when he said that...'its an off the shelf software.'

Way to go Slyvia!!! Definitely the tender is 'rigged' to ensure a certain outcome....everyone can see that!!

all gahmen purchasing tenders n quotations specs r drawn up wif a pre-selected vendor in mind 1 la ... dey wil even tel ze vendor not 2 gif dem surprises ...

but me agree ze directors requiremen in tis case is completely unnecessary n virtually closing ze door completely 2 oither vendors ... there is no justification 4 tis requiremen @ all, directors dun develop nor troubleshoot ze software so requiremen of their xperience is redundant ... morover, vendor shud check wif ze customer on requiremens n acceptance, not their own directors ...

no wonder a few others paid moni bot ze tender specs n din submit ...

The government could have saved hundreds of millions implementing SAP if they only listen to Cow ...government could have just used Sage Peachtree ...cheap, cheap.

So, why did the PAP wasted hundreds of millions of taxpayers dollar to implement SAP??????
 
The CPIB should investigate this and the same interrogation techniques used on the convicted law professor should be deployed on the PAP people involved in this deal.

There is evidence of wrong doing as highlighted by Sylvia's speech. What is the CPIB doing? Guess, they will claim that they can't do anything until a report is filed.

Once upon a time, the PAP will challenge the Opposition to make the allegation outside parliament and face a lawsuit. Why don't the minister do so in this instance? Guilty as alleged?
