Teo Boon Hui, 42, allegedly committed the offences 15 times between 2005 and 2006 to help extend the women's social visit passes.
On two other occasions, he allegedly knowingly obtained two men's identity cards without lawful authority. Teo indicated in court that he wished to plead guilty. The case was adjourned to next Tuesday. If convicted, he faces a fine of up to $10,000 and/or a jail term, which may extend to 10 years on each charge under the National Registration Act.
