It's interesting, the entire movie they cast doubt on his decision to order his men to fire on (assumed) unarmed civilians. Until near the end where it's revealed even the little girl had a weapon and was firing at them. I also believe a Senator tried to cover that fact up in the movie.

reading these comments, it's obvious who didn't watch the movie. spoiler: it's a manufactured plot device to omit the protesters shooting in the depiction, to keep the verdict ambiguous. IF you had watched the movie, the video tape clearly shows people openly shooting from the crowd, (not the snipers in the building) that's why the exculpatory evidence was withheld, and, at the end of the movie, in the credits, charges were brought against Bill Sokal, U.S. security advisor, and others for destroying evidence and perjury.
