Anchor minister is something internal. For the two minister constituencies you may not even know who the anchor minister is - not necessarily the senior one is the anchor.
WKS already handed over to NEH and MBT already handed over to HSK. LSS just moved in from helming HBT to helm ECGRC.

TCJ is tough but not a hard nut to crack
I doubt it very much. My hunch is that higher forces had instructed him to make that decision. With old man's failing health, it would be more prudent to have GCT out of the way in case there is a challenge for leadership when the inevitable happens. Remember, GCT had served 14 years as PM and under his leadership PAP did not have to deal with a bitter population as now.
Unlike most people here. I would prefer CCS over TCJ anytime.
