我們要搬家了,快帶孩子們來社區玩一玩吧!」艾倫的朋友Linda傳來訊息。
「什麼?你們不是才剛搬家?又搬?」艾倫不解地問。
「房東從我們搬進來那天就開始準備賣房子了,三天兩頭找仲介帶人來看房子,煩死了。沒想到還真的把房子給賣了。反正我老公也嫌上班太遠,搬就搬唄!」
「房東什麼都沒表示跟賠償嗎?」
「房東倒也挺乾脆,剩下2個月免租金就省下4000新幣,還補償2500新幣給我們。就是搬家累了點。」
Linda住在跟星耀樟宜同樣名為Jewel的私人公寓(Condo),公共設施規劃完善,網球場健身房一應俱全,烤肉吧比鄰兒童遊戲區。社區裡處處有水景,光游泳池就有大中小三個錯落在樓與樓之間,夜間燈光造景迷人,波光粼粼彷彿身處峇里島的Villa,悠閒愜意。只可惜,住不到3個月就要搬走了!
要遇到像Linda的房東這樣「佛心」,在新加坡真的是不容易,倒不是說這裡的房東都像台灣知名的張姓惡房東一樣吃人夠夠。而是在新加坡房東的權益相對房客來說,更容易受到保障,加上文化不同,讓台灣人來到這裡租房面臨很多不適應的問題。
舉個在台灣人群組或社團上最常看到的問題:新加坡的房東喜歡在公寓內裝監視器!新加坡極少像台灣搞成酒店式的公寓,隔成一間間單人套房出租,多半都是政府組屋(HDB)或私人公寓(Condo),整個單位裡各個房間分租給不同的租客。組成份子複雜,一個3房式的公寓可能就住了3、4種不同國籍的人,遇到生性多疑的房東就會在客廳裝設監視器,觀察房客的一舉一動。雖然說便於管理,但對於出入的人來說,還是感到渾身不自在。這是台灣房東比較少如此做的情形。
有更甚者,2個月前,艾倫的空姐朋友Elsa,每次出勤後回家,東西總是覺得被動到的感覺。換她也來裝個監視器反間諜一下,赫然發現房東經常趁她出勤的時候,進入她分租的房間看東看西,害她嚇得趕快上台灣人的群組求救。大多數的台灣人勸她趕快搬家,也有少部分的人鼓勵她提告。但經驗老道的資深移民居然跟她說這在新加坡是常見的現象,也是房東的權益,真是見怪不怪!
作為新加坡第一手觀察者的艾倫,趕快請教同為台灣人,但卻是在當地成了多年的包租婆Cindy,給她翻譯翻譯這這是怎麼一回事。Cindy告訴她,在新加坡分租房東的房子,所有權還是房東的,所以他可以進到每個房間去檢查。而且通常新加坡的雅房出租都包含水電費,但電表卻不分開,為了避免損失昂貴的電費,房東若發現房客冷氣沒關,而且人又不在房間,是會開門進去關掉冷氣的。但通常會先敲門確認。只是Elsa的房東是不是這麼單純的用意,還是別有企圖,就不可得知了。聽完了Elsa的遭遇,艾倫還是勸她趕快找個房子搬了比較安全。
Cindy也表示,若是整套組屋或者公寓出租,房東是不會大辣辣地拿著鑰匙進你家門,若有需要也會事先溝通。反正,水電費是你自付,房子其他的問題合約都載明了,房客在這裡是鬥不贏房東的,老神在在。
艾倫聽到房客鬥不贏房東,馬上豎起耳朵,進一步追問Cindy是什麼意思?她表示這裡的法律嚴謹,只要一過8天沒繳房租,就開始罰錢,走法院,大部分外來房客工作准證握在政府機關手裡,房租不敢不給。而且仲介業只要收一次錢就要服務到租約結束,必須幫忙催繳不用房東麻煩。
另外,租約明確載明修繕費用劃分,通常新幣150元以下屬於一般日常損壞,由房客自行負責,超過150元的修繕費才由房東負責。而且,新加坡地處赤道,冷氣空調絕不能省,使用頻繁,還會另訂附約言明雙方負責維修內容。
最後放大絕招,房客租約到期交屋得恢復原狀,只要房東不滿意的一律抵扣押金,比如清潔沒有到位,房東找清潔公司一來,新幣200元的清潔費就從押金中扣除了。Cindy說一遇到挑惕的房東,通常一個月押金東扣西扣都拿不回多少錢。而房客租期到了還霸住不搬的情形,在新加坡幾乎少有聽聞。
Cindy露出滿意的笑容說,當年來這裡當房客,發現這裡的法律對於房東的保障很大,當地的房東都很強勢。她一看環境不錯,馬上回台灣把房子賣了來這裡投資房子當房東。不過,她也告訴艾倫,這幾年新加坡政府對於房地產管控的政策,要來買房當房東已經沒那麼容易了。害艾倫連幻想做包租公的美夢都幻滅了!
Cindy早期移民吃了不少苦頭,現在也是很能體諒房客的需要,遇到她這個好房東可是不容易。更多外來租客遇到的是二房東的狀況劇。在新加坡出租雅房的情形十分普遍,一套政府組屋,分租好幾個房客相當正常。有人租下3房2廳自住一房,再來出租其他房間,自己當二房東的情形相當多。
艾倫的前同事Darren剛到新加坡來,租了一個房間,租的時候,房東拿駕駛執照給他看,他傻傻呆呆當成身分證或准證,也不知道他是不是真正的屋主,是否有資格當房東,結果住了沒幾個月,有一天返家被鎖在外面。原來那個人是二房東,房租通通沒繳跑了,大房東把大門給換鎖了。Darren費了好多勁請仲介協調才把自己的家產搶救出來。
為了避免這種情形,新加坡主管機關建屋局從2018年起,明定許多相關規定,包括:屋主的條件、租房子給人必須申請註冊、一個組屋或公寓最多能租多少人、種族比例限制、組屋最短6個月公寓最短3個月…等諸多條規,不遵守的屋主,整套組屋可能被政府回收,私人公寓則是罰款罰到你破產。想當包租公包租婆,改天艾倫請Cindy喝個咖啡,好好再跟大家報告一番。
跟台灣還有一點相當不同的地方是,在新加坡租房子要付一筆印花稅(Stamp Duty),是房客付錢不是房東付錢,理由是租約是合法的契約之一,所以就要繳稅才能成為法律認可的契約,將來有任何糾紛要上法院才能當證據。印花稅是總租金的0.4%。假如你租了一套組屋每個月租金2,000新幣,租約一年是24,000新幣,那麼24,000x0.4%=96元新幣,就是你的印花稅了。數額雖然不大,但不可不繳,別忘了新加坡可是個Fine Country!
最後還有一點要提醒的,分租房間大多不能盡情地使用廚房,只能小煮,還要看遇到什麼樣的房東,若是遇到穆斯林的房東,那可千萬要注意種族的差異性,豬肉類的食品可要小心了,不但不能煮,有些甚至嚴格限制房客不得在房間內食用。這對大部分都是外食族的上班族,倒也還好,別不小心把豬肉乾帶回家當宵夜吃就好。
