SingTel fined $130,000 over ISP tariffs
Telco penalised for offering unapproved special deal to only one Net service provider

SINGTEL has been fined a total of $130,000 for selling an unapproved wholesale discounted broadband service and for offering the discount to only one Internet service provider (ISP).
ISPs buy wholesale services and then retail them to home and business users.
The Infocomm Development Authority of Singapore (IDA) said on its website it had decided to fine SingTel as the telco had offered a wholesale promotion for its 4Mbps and 10Mbps broadband service from Oct 1 to Dec 31, 2009 without its approval.
Although SingTel had filed the new tariffs with IDA, it had not indicated that the 4Mbps and 10Mbps services were part of the promotion, said IDA.
On this first count, the telco was ordered to pay a fine of $80,000.
SingTel has previously been penalised for failing to file tariffs for new services and changing the pricing of existing services. In September 2008, it had been ordered to pay $20,000.
Prior to that, there were several occasions when it had failed to seek approval for similar price adjustments - for which it was issued a warning, said the IDA.
