Tokyo - Tokyo's Narita International Airport operator says 3 400 travellers spent the night in the terminal after snow caused airlines to cancel 71 flights.

In the season's first snowfall in the Japanese capital, about 8cm of snow fell in central Tokyo and around Narita on Monday - a national holiday in Japan. The snow snarled traffic and caused train delays.

Airport officials distributed sleeping bags, water and crackers to stranded travellers. Normal flight operations at Narita resumed on Tuesday, except for a few delays.

Major train operator JR East said trains were running on schedule on Tuesday.

Sections of several highways around Tokyo were still closed on Tuesday as workers cleared away snow and ice.

A number of Australians have been left stranded in Japan after a rare winter snow storm struck Tokyo, forcing the cancellation of 250 international flights.

An estimated 23 centimetres of snow had fallen in the centre of the Japanese capital by Tuesday morning, with freezing temperatures snarling traffic and causing ongoing transport disruptions.

Kyodo news agency reported it was the city’s heaviest snowfall in four years.

A Qantas flight due to leave the Haneda Airport at 10pm on Monday was delayed by nearly four hours because of the weather.

A Korean aircraft was de-iced twice and airport staff worked frantically to snowplough the runways.

Sydney mum Sally Quinn was stranded trying to get home after skiing with her family for ten days at popular resort Niseko.

“My son and I are both sick, this is the last thing we need,” she told AAP at the airport.

“Got to get back to work.”

University student Tom Waddington, 20, had been on a snowboarding holiday with his family at Myoko for a week.

The family of six caught Tokyo trains and the monorail to the airport and were shocked by the sardine factor.

“It was pretty hectic,” he told AAP.

“So many people were shoving on to the trains.”

It’s understood at some ski fields buses with Australian skiers aboard couldn’t get through the thick snow, causing some passengers to miss their flight entirely.

As of Tuesday afternoon, most commuter lines were operating normally but a number of trains were canceled and highways remained closed.

More than 740 traffic accidents due to the snow were reported, and 67 people were injured from falls as of last night, Japanese public broadcaster NHK said.

Canceled flights and a lack of transport also stranded 6000 people at Narita airport overnight, according to local reports.

The government issued heavy snow warnings for the area around the capital, just two weeks after hundreds of people were trapped overnight in a train in northern Japan because of heavy snow.

The NHK reported universities had postponed entrance exams due to have been held on Tuesday morning.

A looming low pressure system and cold front just off the coast of Japan’s main island of Honshu was expected to bring low temperatures and more snow throughout the day and night, the Japanese Meteorological Agency said.

The Japanese capital often sees snow at least once a year, but this time it was accumulating, rather than quickly melting.

A disaster management centre in the prime minister’s office was collating information on the situation.

“We will respond to this based on various scenarios,” Chief Cabinet Secretary Yoshihide Suga said in a news conference.

“We call on all citizens to keep informed about the latest conditions and beware of transport delays.”

Passengers say they were "abandoned" by Air New Zealand after their flight was delayed by a snow storm in Tokyo.


Tired and hungry passengers stranded for over 15 hours in Japan say they have been "abandoned" by Air New Zealand after a snow storm grounded their flight to Auckland.

"It's an embarrassment, I have been apologising to overseas people on behalf of Air NZ," said Jen Hoolihan of Nelson.

She said her flight, NZ90 from Tokyo's Narita Airport, boarded at 6.30pm on Monday night (local time) as a snow storm hit.

Passengers were forced to sleep at the check-in counter overnight.


"We then sat on the tarmac for nine hours before being told to get off, get our bags and book our own flights home.

"So at 3am the plane emptied, babies, the elderly. All we were given was a small bottle of water, the airport was closed so we could not get anything."

Passengers then had to sleep on the cold hard floor, using their luggage as pillows at the check-in counter until morning.

"It's now 9am and we have still not heard anything. The airport has completely run out of food, babies are running out of food and nappies, it's so hard."

The 37-year-old was travelling with her mother and son.

She said the lack of communication was "pathetic".

"People get stranded all the time, what makes this an issue is the complete lack of communication from Air NZ for six hours as we sat confused in an airport.

"The only saving grace from this is the community spirit with those on the plane, sharing food and blankets and sitting in this hopeless feeling together."

An Air New Zealand spokeswoman said the very heavy snow conditions in Tokyo impacted hundreds of services, including the flight in question.

"The aircraft was held in a queue to be de-iced, a process which needed be done shortly prior to departure, with customers already on board.

"Unfortunately, given the scale of the disruption before our aircraft was able to be de-iced, Narita Airport closed and we were unable to depart.

She said customers had access to normal in-flight entertainment and were served a meal while on board.

"Thousands of travellers have been impacted by the storm and due to the extremely high demand we have been unable to provide hotel accommodation to our impacted customers.

She said food outlets were now open in the terminal and additional staff were at the airport to assist passengers and hand out meal vouchers.

"The aircraft is now scheduled to depart this evening, weather permitting. We are direct-messaging customers we have contact information for with updates and a new scheduled departure time. "

A Korean aircraft was de-iced twice and airport staff were frantically racing to snowplough the runways.

Sydney-based Nick Lombardo, 20, and his family boarded a Japan Airlines plane bound for Sydney but were told to exit the plane around five hours later.

According to Mr Lombardo, the airliner promised to arrange accommodation and flights but all he got were sleeping bags, water and crackers from airport staff.
