Law and Foreign Affairs Minister K. Shanmugam has urged residents to come forward if they have information on the recent case of cat mutilation.

He called the act "gruesome" and "sick".

Mr Shanmugam, who is Member of Parliament for Nee Soon GRC, added that how we are judged as a society can be seen from the way we treat animals.

On Sunday, two kittens were found dismembered outside a Housing Board flat in Yishun Ring Road in the Chong Pang neighbourhood.

S$2,000 reward offered in Yishun animal abuse case

SINGAPORE: Anyone who has information that will lead to the arrest of the people who mutilated two kittens in Yishun will get a reward of S$2,000.

The money is offered by the Society for the Prevention of Cruelty to Animals (SPCA) and a member of public.

On December 30, 2012, the two dead kittens were found dismembered outside a flat at Block 115B in Yishun Ring Road.

The Cat Welfare Society posted the photo on its Facebook page after being alerted to the incident by a resident who found the remains.

Volunteers from the SPCA will distribute flyers on the reward, as well as appeal for information.

On its part, the Cat Welfare Society will send volunteers to talk to residents on January 3 at about 7pm for information.

SPCA's executive director Corinne Fong told Channel NewsAsia a post mortem is being done on the kittens.

She hopes the results will shed more light on the case.

Law and Foreign Affairs Minister K Shanmugam has also urged residents to come forward to help identify those responsible for mutilating two cats in Yishun.

Mr Shanmugam, who is MP for Nee Soon GRC, described the acts as gruesome.

He said in a post on his Facebook page that Singapore society is judged by the way its people treat animals.

The flat where the dead cats were found is in the Chong Pang neighbourhood, which has a pilot programme to encourage responsible cat ownership.

Under the pilot, Chong Pang residents can legally own one cat per flat but must fulfill certain conditions.

These include ensuring that the cat is sterilised and microchipped.

The news about two mutilated cats found at a Yishun estate has upset many Singaporeans, including Law and Foreign Affairs Minister K. Shanmugam.

In a Facebook post yesterday, he wrote: “The New Paper today correctly used the word ‘sick’ to describe the horrific discovery of the mutilation of the two cats in Yishun.”

Residents of the estate have also expressed outrage at the incident, which is believed to be one of the worst cases of animal abuse here.

The Cat Welfare Society said the estate has been on its radar after it received several complaints about cat abuse and abandonment.

And in a bid to find out more about the horrific incident, the society will conduct a door-to-door appeal for information at 7pm on Thursday (Jan 3)

SINGAPORE - Another member of the public has pitched in with a S$8,000 bounty for information leading to the successful prosecution of those responsible for dismembering two kittens in Yishun last Sunday.

The offer from the Singapore Permanent Resident - who wishes to remain anonymous - follows the S$2,000 reward put up by the Society for the Prevention of Cruelty to Animals (SPCA) and a member of the public yesterday to hunt down the culprits who mutilated and dumped the kittens' remains outside a flat at Block 115B, Yishun Ring Road.

Despite stepped-up efforts by animal welfare groups to nail those behind the cruel act, little light has been shed on the identity of the perpetrator so far.

A member of the public - a British businessman who has lived in Singapore for seven years - told TODAY: "I think (the cat mutilation) is a despicable act and it needs to be rooted out.

"When the government is focused on other priorities it falls to non-profit organisations such as SPCA and private individuals to lend a hand where they can, and that's all I am trying to do here. I hope my offer of a reward will help bring the perpetrator of this crime to justice," he added.

He also urged for more to be done in educating the public on responsible animal welfare, as well as for penalties to be stiffened for animal abusers.

The number of animal welfare and abuse cases have spiked in recent years, from 292 in 2007 to 399 in 2011.

Under the Animals and Birds Act, anyone convicted of animal cruelty can be fined up to S$10,000 and/or jailed for up to 12 months.

This case happened less than three months after a government-backed pilot programme to encourage responsible cat ownership was launched in the estate.

Cat lovers go door-to-door

Anger was palpable as 20 cat lovers assembled at the courtyard in front of Block 115B at Yishun Ring Road at 7pm last night.

Volunteers from all walks of life came to help the Cat Welfare Society (CWS) conduct a door-to-door appeal for witnesses in the neighbourhood where two cats were found mutilated on Sunday.

Ms Veron Lau, president of CWS, said it was more an exercise to educate residents and engage the community.

She said: "Just their show of passion is a great way to galvanise the community to care about animal abuse."

SINGAPORE - Law and Foreign Affairs Minister K Shanmugam said there has been some leads on the recent case of cat mutilation.

Two weeks ago, on Dec 30 2012, two kittens were found dismembered outside a HDB flat in Chong Pang Division in Yishun.

Mr Shanmugam, who is the MP for Nee Soon GRC, said some people have come forward with information related to the case. He said he has passed the information on to the police.

"I'll be checking with the police again on what is happening," Mt Shanmugam said. "But we also don't want to put the pictures up too much because I worry about copycat incidents. It's terrible."
