QiJi management explains that they need to pay employees a bonus for working on CNY holidays, so it's only fair the customers bear the extra costs.

Rightfully so to work on a major holiday. Low Sinkes cannot afford, please fuck off and not ruin it for others.

After screwing you, the management wishes everyone a great and prosperous Lunar New Year. Well that’s a nice touch. They can take their wishes and shove it deep where the sun doesn’t shine.

I remember the arrangement was something like this: most Chinese hawkers are on CNY leave until the 7th day, then they reopen their business. Some may take an extended vacation.

Those who reopen their business before the first seven days, they are 'sacrificing' their entitled CNY festive leave to offer you a service, so you pay a little extra to show gratitude to them.

Of course, with the absence of most Chinese hawkers during that period, the Melayu and Indian hawkers will be happy, for obvious reasons. Less competition.

This is not something that you levy a 'surcharge' on.
