Shell - tiagong SG Civil Service took many HR practices from them. Someone can perform well on the job, but to rise up the ranks, must have POTENTIAL, which is positively correlated to how well civil servants and Pappies PORLUMPAR.

From what my sources tell me, who can carry the most balls get to rise in Shell. (Sound like PAP?)
Regardless of his technical skills, nor the numerous mistakes they make.
