To Old Man, anybody at 18 is still a retard unless you are referring to his son or grandsons. An 18 yo is immature, emotional, apathetic, easily swayed by Oppo's, etc. Being able to serve NS doesnt make him mature and unemotional, because he is serving NS only because the PAP commanded so. if PAP had mandated NS at 16, would we still consider a 16 yo mature, unemo, responsible etc?
