I strongly feel that the public should be paid $$$ for all footage submitted to traffic police and agreement to be witness for all 6 demerit points and above traffic offences so that a not insignificant traffic policemen human resource currently dealing with road traffic offences, can be safely diverted and provided with PMD and bicycles to enforce safe PMD usage instead. Only by harnessing technology and crowd sourcing of criminal evidence collection can the police do its job of ensuring the safety and discipline of all road users (including PMD) properly.

The amount of $ paid to citizens for submission of motorist committing serious traffic offences should be 33% of the fines collected and only if the motorist would not otherwise been charged (not also caught by traffic police or red light cameras) and only if the footage is accurate and usable (if two parties submitted, the best footage gets paid or if both are equally good, then the first submission gets paid). So if u are able to show video proof of a motorist ignoring red light signals or failure to stop at zebra crossing, one may earn at least $100, if not more for submitting such footage and assisting the traffic police with their enforcement actions.
