SINGAPORE: The government will launch a pilot project to re-home stray mongrels or cross-breed dogs in HDB flats to alleviate the stray dog issue.

Minister of State for National Development and Manpower Tan Chuan-Jin said the project is likely to be launched in the first half of next year.

Mr Tan said he hopes this will help to alleviate the stray-dog issue.

Currently, HDB dwellers are not allowed to keep medium-sized mongrels.

About 60 toy breeds are allowed for HDB flat dwellers.

Mr Tan, who announced the change at the Agri-Food & Veterinary Authority's (AVA) Responsible Pet Ownership road show at Singapore Expo on Saturday, heads an inter-agency task force.

It is reviewing pet ownership and stray management policies in Singapore.

They must register the pet with AVA.

But there are conditions - one household is allowed one cat and owners must ensure that it's sterilised, micro-chipped and kept indoors.

In his Facebook site on Saturday, Mr Tan sought to allay concerns over the mistreatment of animals by the authorities.

He said it is easy to misinterpret actions when the context is not viewed in full.

He cited a widely-circulated photo that many claimed showed a dog allegedly dragged by an AVA dog catcher.

He said checks found that the picture is actually an image that is used in an online article on dogs in China.

Mr Tan noted there has been a concerted round of postings in the recent weeks.

For example, there was an incident shared on AVA's Facebook page that AVA officers were rounding up two stray dogs and managed to capture the black dog, while the brown dog escaped.

He said some witnesses accused AVA officers of repeatedly beating the captured dog on its head using batons.

Mr Tan said AVA has clarified that this allegation was untrue, backed by a Noah's Ark CARES volunteer who had spoken to the witnesses.

He said the witnesses later admitted they did not see the alleged act and assumed that it happened.

Mr Tan said AVA has received many reports of stray dogs attacking and chasing members of public.
He stressed it has to perform its public duty to remove these stray dogs, as humanely as possible.

He also said he is fully aware of the complaints against a particular dog catcher.

Mr Tan said except for one incident when a dog died, the dogs that have come to AVA have been in good condition.

He assured the public this is being tracked carefully and invited the media and any member of the animal welfare groups to follow him and AVA on their rounds to gather stray dogs.
