It's the Middle Kingdom mentality. A unified China views everyone around it as barbarians. Also, the communists will always seek to turn the rest of the world into themselves ('plant the red flag around the world').

In the good old days, Tiongs fought other Tiongs and were mostly too busy/weak to pester others.

It is the same with all the big powers. US bullies the other countries. Russia bullies its neighbours. How to be a power if you don't assert yourself in your region?
US is global power because it has bases all over the world and it makes sure that other countries cannot challenge it. That's why US is taking on China in Asia.

Russia does not want to dominate europe. It was a broken country economically. It withdrew from Eastern europe unilaterally.
It stepped into Ukraine at the behest of persecuted russian speakers in the country. Even now, ethinic russians in Ukraine are detained on treason charges.
