SINGAPORE - A security officer was charged in court on Monday (April 4) with causing hurt and committing a rash act on three Madrasah students last Friday.

Koh Weng Onn, 48, allegedly kicked a 16-year-old girl on her right thigh - an act which was "racially aggravated" - along Paya Lebar Road at 7.22am last Friday.

A minute later, he is said to have swung a plastic bag containing a filled 1.5-litre water bottle at a 14-year-old on the face as she was walking on the pedestrian pavement.

The third charge accuses him of hurting another 14-year-old girl by a rash act that endangered her personal safety. The girl was on the ascending escalator at the Paya Lebar Circle Line MRT station when he allegedly swung the bag and hit her on the face while he was on the descending escalator.

Deputy Public Prosecutor Goh Yi Ling told District Judge Ronald Gwee that these were holding charges pending further investigation.

Preliminary investigation showed that a disproportionately high number of police reports - 90 - were lodged by Koh over five years.

"Most of these reports appear to have been generated by his belief that he was being targeted by others, and he also made reports which nobody would have thought of making a police report about,'' she said.

She cited some examples, including a report against a sales promoter immediately after buying a product from her, quarrels with his colleagues on their work deployment, and strangers he believed bore him ill-will.

She asked that Koh be remanded for psychiatric observation. Koh, who was unrepresented, will be back in court on April 18.

The maximum penalty for racially motivated hurt is three years' jail and a $7,500 fine.

If convicted of the other two charges, Koh could be jailed for up to one year and fined up to $5,000 each.

SINGAPORE - The security officer accused of hurting three madrasah students earlier in April was found to be suffering from a major psychiatric illness at the time of the alleged offences.

As Koh Weng Onn's risk of re-offending is high, according to a Institute of Mental Health (IMH) doctor, the prosecution objected to bail, saying he will be a danger to the public.

The 48-year-old was diagnosed to be suffering from delusional disorder with "delusions of persecution and reference".

Quoting the IMH report, Deputy Public Prosecutor (DPP) Goh Yi Ling said if Koh is sent back to the community, it is strongly advisable that he should be taken back to IMH for treatment under the Mental Health (Treatment and Care) Act. In the light of the IMH report, she said the prosecution would be seeking clarification with the doctor.

"I need to find out the specific nature of these delusions of persecution and reference, what causes the trigger," she said.

She also wants to find out the course and length of treatment recommended. She said these points were crucial in determining the prosecution's next course of action.

Koh's lawyer Sunil Sudheesan said he had no objection to the adjournment and that no bail be offered.

He suggested that Koh's psychiatric report be given to the remand prison so that Koh receives treatment during his remand.

The second course, he said, would be to allow bail on condition that the prosecution applies that Koh be taken back to IMH immediately for treatment.

DPP Goh said she had no objections to the psychiatric report being extended to the prison.

As for counsel's second proposal, she said that might be "too preliminary".

The third charge says that he was on the descending escalator at Paya Lebar Circle Line MRT station at 7.24am when he swung a plastic bag containing a filled 1.5-litre water bottle at another 14-year-old student, which hit her face while she was on the way down.

The students were making their separate ways to Madrasah Al-Ma'arif Al-Islamiah in Geylang when the alleged incidents happened.

Mr Sunil was engaged to act as Koh's lawyer by an Arab-Muslim entrepreneur from the Aljunied family - descendants of Singapore's first Arab settler Syed Omar Ali Aljunied, who built Singapore's first mosque. The entrepreneur, who is in his 40s, had asked to remain anonymous.

Koh's case is fixed for a pre-trial conference on May 9. He is remanded.

A member of one of Singapore's oldest Arab-Muslim families has stepped forward to pay for a lawyer for the security officer accused of attacking three madrasah students.

The entrepreneur, who wants to be anonymous, is in his 40s and comes from the Aljunied family - descendants of Singapore's first Arab settler Syed Omar Ali Aljunied, who built Singapore's first mosque, and his family.

He told The Sunday Times that he is stumping up the money "purely out of love and compassion".

Security officer Koh Weng Onn, 48, was charged earlier this month with kicking a 16-year-old girl in the thigh in what court papers called a "racially aggravated" act.

He was also accused of swinging a plastic bag containing a filled 1.5-litre water bottle at two 14-year-old girls in separate attacks, hitting them in the face.

The donor said he made his decision after hearing of Koh's arrest and got in touch with lawyer Sunil Sudheesan, who will be representing Koh.

He has not met the accused's family. He said he was inspired by his forefathers, who had built madra- sahs, mosques and churches in Singapore. "I'm sure my forefathers would have done the same (for Koh)," he said.

The father of two children aged 13 and 11 added: "I want to inspire (in) them that ignorance and anger can only be neutralised with acts of compassion and love and mercy."

In the aftermath of the attacks, government and community leaders of all races have stressed that racially motivated acts of violence will not be condoned, urging communities to stand united against such acts.

The accused's older brother, Mr Mohammad Johan Koh, said: "I was very surprised to hear this - that a kind person wanted to help."

He did not expect to find out that the anonymous person was from the Arab-Muslim community.

The 49-year-old relief security guard added that his family hope to send their appreciation to the man, and to thank him in person.

"We know our financial condition; even if we decided to get a lawyer, we might not have been able to pay the legal fees," he said.

Mr Sudheesan, of law firm Quahe Woo and Palmer, said it is quite rare for an anonymous benefactor to offer to pay for an accused's full legal representation. He added: "It's humbling that someone thought well enough of me to recommend me to the benefactor."

Koh has been remanded for psychiatric observation. The case is scheduled to be mentioned tomorrow.

Security officer gets 6 months' jail for kicking and hitting them in racially motivated act

A security officer who made more than 300 police reports since 2008, mostly against people of other races, was jailed for six months yesterday for hurting two young madrasah students.

Koh Weng Onn, 48, pleaded guilty to kicking a 16-year-old girl on her thigh in a racially aggravated act. He also swung a plastic bag with a filled water bottle at a 14-year-old girl, and hit her in the face. A charge of hurting another 14-year-old girl by a rash act was taken into account.

District Judge Mathew Joseph said Koh had committed an unprovoked act of violence against three young Malay girls. "While an act of violence injures the victim, an act of racial or religious violence injures the victim and wounds the conscience of our society. It is, therefore, in the public interest to impose an appropriate sentence that would deter similar behaviour," he said.

He agreed with the prosecution that given the current climate of intensified religious and racial sensitivities, it was even more important to ensure that any attempt to fracture the social compact is dealt with decisively. "Any person who causes hurt to another because of race or religion should feel the full force of the law," he added.

On April 1 this year, Koh, wearing a pair of black boots, kicked the 16-year-old girl on her right thigh in Paya Lebar Road, while she was on her way to school. When she turned to look at him, he uttered a Hokkien vulgarity. The girl later broke down when she reached school.

A minute later, Koh swung the plastic bag at the 14-year-old girl. He then entered Paya Lebar MRT station and swung the plastic bag at another girl, also aged 14.

Deputy Public Prosecutor Ang Feng Qian said Koh hit young Malay girls as he believed they might not know what to do compared with older people, who would likely call the police immediately.

Koh, who was diagnosed with a delusional disorder at the time of the offences, said he started to have a bad impression of Malays after a group of Malays hit him some years ago.

DPP Ang said the night before the attacks, Koh was involved in a dispute with some Malay cyclists. The police were called and the parties apologised to each other.

Koh's lawyer Sunil Sudheesan said Koh was very sorry for what he had done. He said treatment had begun for Koh's mental illness and the medication was working.
