this is all BS.... this will allow more foreigners to come in only and only benefits MOM to collect levies and application fees.
all you need to do is to declare the high salaries to qualify for employment under Employment Pass (no quota needed), after a few months "employee" requests for and is granted flexi work arrangement, the company then needs to increase headcount to cover the workload, another round of employment starts again to cover the flexi work that is divided. so for the same cost, a company now hires 2 foreigners to do the same amount of work, live in a paid apartment, go around cycling in Tour-de-Singapura...basically enjoy life
meanwhile sinkies for fear of losing their jobs are struggling to keep their jobs and not requesting for flexi work.

A successful economy can experiment with flexible work options. I think in China and South Korea it's still a 996 working hours.
