Consequently, a serious breach in the perimeter fence of its Changi depot - a hole opened either late on May 16 or in the early hours of May 17, according to police - went undiscovered for almost two full days.
Breaking a nearly week-long silence on the incident, SMRT said that inaction on its part led to a delay in alerting the authorities. Meanwhile, the train was allowed to run in full view of train users for that length of time, leading to a YouTube video posted by a commuter.
The gaffe was admitted yesterday by SMRT's chief executive Saw Phaik Hwa, who apologised for the 'serious lapse'. In its statement, SMRT said its staff noticed the graffiti on the two train carriages on May 17, but thought nothing of it.
The first time someone noticed that something was amiss was at 4pm on May 19, when the train pulled into SMRT's workshop for routine maintenance.

Ms Saw said: 'We deeply regret that a serious security lapse occurred in our depot. I would like to reiterate that every single individual at SMRT must take responsibility for the security and safety of every commuter as well as the entire system.' Immediate steps have been taken to strengthen security, she added. These included increasing the number of security personnel at each depot, including the 25ha (equivalent to 32 football fields) Changi depot, increasing their patrols, and installing more closed-circuit television (CCTV) cameras.
Visibility along the perimeter of the depots has been improved and barbed wire is being put up along the 3km perimeter fence around the Changi depot, SMRT said. Its staff and security personnel have also been briefed to be more vigilant and exercise stricter scrutiny.
Police have said two men were allegedly responsible for the break-in.

He is out on bail.
His employer, Swiss company Comit AG, has suspended him.
The other, believed to be Briton Lloyd Dane Alexander, is still at large. A warrant for his arrest has been issued.
Noting public concern over the incident, SMRT detailed the security measures it has in place currently.
It said it reviewed its security procedures in 2005 and 2007, after the Madrid and London terror incidents which led to numerous deaths after public transport systems there were targeted by terrorists.
This resulted in a number of new security measures, such as CCTV cameras and hardened barriers to prevent entry, being implemented. Staff also carry out daily checks on the trains' brakes, doors, sealed switches, fire extinguishers and other equipment before the trains are let out of depots to pick up commuters.
Campaigns to get commuters to be alert to suspicious objects have been run regularly, and reminders constantly blare out from the public address systems at train stations.
Yesterday, Ms Saw reiterated the need for commuters to play their part. 'This incident also reaffirms the importance of the public's participation and support in reporting any suspicious sightings in our system,' she said.
Questions about whether the measures are adequate, however, have rolled in.

British Transport Police said they are working with the Singapore authorities. Its spokesman said: 'Those who commit graffiti offences often believe that their work is art. Sadly, when the chosen canvas is railway property, it cannot be considered art and is nothing more than wanton damage that costs thousands of pounds to clean up.'

Police have launched an international manhunt for his alleged British accomplice, Lloyd Dane Alexander, who managed to slip out of Singapore before being found out.

Only last month, Indonesian officials said they found a map of Singapore's MRT train network in the home of an Islamic extremist shot dead in Jakarta.

Singapore has long considered vandalism a serious crime and punishes culprits with jail terms, fines and caning, and reports of terrorist plots against the island have given the subway graffiti case an added dimension.

The suspects should not expect leniency - an American teenager, Michael Fay, was caned in 1994 despite US appeals for clemency after he vandalised cars and public property.

The defaced MRT train has been scrubbed clean but a clip taken by a commuter can still be viewed at http: www.youtube.com/watch?v=1CV4JYKBEQo, attracting over 113,000 hits so far.

Some comments posted on YouTube praised the graffiti as a work of art and one hailed the two Europeans as heroes for daring to defy the government.

Others demanded that the two men be caned, a controversial penalty dating back to British colonial rule.

"He is courageous but stupid at the same time," he told AFP.

See said the government was "more concerned about the embarrassment" rather than security.

John Harrison, a homeland security expert with the Singapore-based S. Rajaratnam School of International Studies, said the vandalism case has both legal and security dimensions.

"There is a real legal issue here. This individual committed an act in Singapore that is very serious," he said.

"But there is a broader question, there are security implications for this, that somebody was able to penetrate a depot unnoticed and then commit damage."

Harrison added: "This is not something to be taken lightly and I think the Singapore authorities are acting responsibly in this situation."

The opposition Singapore Democratic Party (SDP) said Wednesday that the incident was "yet another stupendous breach of public security" two years after an alleged extremist leader, Mas Selamat, escaped from custody.

Mas Selamat was recaptured in Malaysia last year.

The SDP said the government was "asleep at the switch" during the security breach at the train depot.

Singapore's metro operator apologised for the "serious security lapse" and promised to install more surveillance cameras and reinforce the perimeter fences at the system's five depots with razor wire.

The metro system serves 1.5 million passengers daily and its staff are trained to handle emergency situations including chemical, biological, radiological and explosive threats.

MRT always has huge eye catching (and sometimes gross) ads in and out of the train so she expect the public to spot the graffiti as vandalism (and not an ad) when even her own staff also took that as an ad?

All these CCBs always point finger at others when things screw ups.

And btw, why was there no cctv camera along the fence and in the train parking area when they have cctv and security guards at train stations? Don't they have secrutity guards to prowl along the fence everyday?

It should take at least 15-20min for the 2 buggers to cut the fence, spray the paint and get out of it - that's more than enough time to place a bomb!
I'm just wandering if the MRT staff spot a bomb sticking out of the train, will take take that as another ad or marketing gimmick?

Maybe they should hire the 2 ang moh to spray paint the mrt? If they did not notice it after 2 days. It must be pretty high quality/artisitic graffiti they are doing. This would make Singapore trains hence the whole society appreciate art in general.
