SINGAPORE: Two of 10 men charged in court on Wednesday with having commercial sex with an underage escort have each been sentenced to 12 weeks' jail.

Muhammad Ibrahim, 24, and 32-year-old Alvin Tan Zi Yu each pleaded guilty to one charge of paid sex with a minor. The offences occurred in February.

Muhammad, the first of the group to plead guilty, admitted that it was a mistake on his part. In pleading for leniency, the bell hop promised not to commit the offence again.

In a mitigation plea, Tan's lawyer said his client suffers from spine and limb injuries from two previous road traffic accidents. This contributed to his marital problems as he was taunted for being impotent and lacking libido.

In an urge to prove his manhood, the lawyer said Tan found a website offering massage services.

The court heard that Tan's relationship with his wife improved after he confided in her about his wrongdoing. Tan and his wife are now expecting their first child.

The lawyer also pointed out that the escort had stated she was older than her real age on the website.

The remaining eight men are aged 22 to 38.

They are technicians Dzul Hilmie Ramli, 32, Muhammad Sufyan Misbari, 31, Mohamed Yazid Bashir, 28, driver Babu Suppiah, 32, supervisor Sudirman Yuri, 38, National serviceman Abu Shah Mohamed Abdul Mutalif, 22, Myanmar national Lu Maw, 33, and financial consultant Khoo Yi Xuan, 24.

Each man faces one charge of paid sex with the social escort.

The girl, who was 16 at the time of the offences, cannot be named due to a gag order. It is understood that she is currently studying.

It is an offence under the law to have commercial sex with someone under 18 years old.

Court documents state that the offences allegedly took place between October last year and March this year. The men paid the escort between S$180 and S$400 for her services, which took place in hotels islandwide.

Of the 10, four have indicated that they will be pleading guilty while three have claimed trial.

Each accused can be jailed up to seven years and fined if convicted.

Two other men implicated in the case are expected to be charged as well.

The court heard that one of them, American Payton Scott Velo, 44, attempted suicide on Tuesday. He has been warded at the Institute of Mental Health.

Channel NewsAsia understands that the case was uncovered when the pimp, Malcolm Graham Head, was arrested for robbery along with four accomplices.

The accomplices are Veronica Patricia Rio, 18, Ahmad Habiibul Hakim Assalafi, 19, Nuurul Aliyyah Abdul Talib, 23, and Nur Azilah Ithnin, 21.

Head, 32, was charged in court in March with robbery and vice-related offences.

Head faces 41 charges, 29 of which are for managing a brothel, procuring women for prostitution, and living on their earnings.

The other charges include theft, causing hurt, as well as traffic and drug offences.

Court documents state that Head and one of his helpers, Veronica Patricia Rio, would feed the minor a drug called "Ice" when the escort did not want to serve clients.

The underage escort would also be assaulted by the two.

Head has claimed trial. His case will be mentioned on 10 July.

A technician who paid $180 for the sexual services of a 16-year-old girl was jailed for 12 weeks on Thursday.

Muhammad Sufyan Misbari, 31, a former civil defence officer, pleaded guilty to commercial sex with the underage girl at Hoover Hotel at Balestier Road on March 1.

He is the third man to be jailed in the case.

The court heard that the minor, a Secondary 4 student, was tricked by the alleged pimp Malcolm Graham Head, 32, into believing that she was going to be a social escort when he procured her for prostitution..

An American former senior manager of a multi-national corporation was formally charged on Wednesday with paid sex with a 16-year-old girl. Payton Scott Velo, 44, is accused of paying $280 for the sexual services of the minor at his former residence at One Tree Hill on Feb 19 this year.

So far, 12 men have been charged with having paid sex with the minor who was recruited by a pimp who operated an online vice ring. Three men have pleaded guilty and are now serving 12 weeks' imprisonment each. Deputy Public Prosecutor Stella Tan Wei Ling applied for a gag order to protect the victim's identity.

Velo was to have been charged last month but he attempted suicide the night before his court date and was warded at the Institute of Mental Health. Velo's lawyer A. Sangeetha said her client was not intending to plead guilty. His police bail of $15,000 has been extended. His passport has been impounded and he was ordered not to approach the victim.

The case has been fixed for a discovery conference on Aug 26. If convicted, he faces a jail term of up to seven years and/or a fine.

SINGAPORE - He was due in court on Wednesday for allegedly having sex with an underage prostitute.

But Mr Payton Scott Velo, 44, spent the wee hours of Wednesday perched on the roof of a five-storey Telok Kurau condominium, stark naked and threatening to commit suicide.

After a stand-off that lasted about five hours, the American was persuaded to come down. He was then arrested by the police.

When 10 men were charged in court yesterday with having commercial sex with the underage prostitute, Deputy Public Prosecutor Stella Tan mentioned that two other men, one of them being Mr Velo, were due to face similar charges.

She said that Mr Velo was not in court because he was warded at the Institute of Mental Health. He allegedly had sex with the minor at a One Tree Hill residence on Feb 19.

A sales director who wanted to be known only as Mr Boey, 47, told The New Paper on Wednesday that he had returned home to the 36-unit condominium close to 11pm on Tuesday.

When he sat at the patio of his unit to catch up on work, he suddenly heard a voice from above swearing at the "(man) under the umbrella".

It was only after a moment that Mr Boey realised the voice he heard was referring to him.

Mr Boey then noticed Singapore Civil Defence Force (SCDF) officers at the Siglap Park connector, a few metres away from the patio.

"I asked them what was happening and they told me to look up. I saw a man sitting on a ledge. He was quite naked."

Mr Boey said the man shouted to him, "Yeah, I'm talking to you," before unleashing a slew of vulgarities.

SCDF officers told Mr Boey not to antagonise Mr Velo. But he felt that his neighbour was bluffing.

Mr Boey said: "He would say he was jumping on three, but he counted "one, two" before stopping to say, 'Why aren't you coming to get me?'"

SCDF officers entered Mr Boey's unit to see if they could set up an inflatable mattress to cushion the man if he jumped. Mr Boey turned on the floodlights and Mr Velo got angry and started cursing him again.

"I didn't give two hoots because I knew he wasn't in any proper frame of mind," Mr Boey said.

He quickly turned off the floodlights, and the SCDF officers assessed that it was likely to be Mr Boey's neighbour whose patio and pool would be affected if Mr Velo fell.

He went to his neighbour's unit, but he didn't respond to knocks on the door and the doorbell. Mr Boey then put his mouth to the door and shouted his neighbour's name.

"The man got agitated and asked me why I was calling someone and told me not to talk to anybody," he said.

Other neighbours said Mr Velo has a Japanese wife in her 30s or 40s and a daughter who is about two years old. Mother and daughter were often seen playing in the swimming pool after the family moved into the two-year-old condo less than two months ago.

A 34-year-old businessman, who declined to be named, said: "Police were trying to say 'think of your family, your wife is supporting you, your kids are young'.

He just said he wanted to talk to someone called Leon."

He said his young son wandered out to the patio and Mr Velo shouted at him: "Are you scared?"

The businessman said that when he saw a naked man right above his unit, he got the shock of his life.

"If he was going to jump into my unit, I would do all I could to make sure he didn't harm my family. I thought he might have lost his job. I didn't know he had the court case."

Mattress

Mr Boey's neighbour, who gave his name only as Michael, 46, said SCDF officers wanted to put a inflatable mattress at his patio but realised that it was not possible.

After about two hours of listening to Mr Velo negotiate with the police, the managing director at a German firm said he went to bed.

"Our bedroom is close to where he was sitting on the roof. I couldn't hear the negotiators but I could hear him.

"He didn't make any sense. He was just swearing at them, telling them to **** off."

An SCDF spokesman said it received a call at 11.06pm and sent an ambulance, a fire engine, a Red Rhino and a support vehicle to the scene. The Disaster Assistance and Rescue Team (Dart) was also activated,

They assisted the police and Mr Velo was eventually coaxed to safety. He was found to have no injuries.

A police spokesman said Mr Velo was arrested for attempted suicide and investigations are ongoing.

An American whose life was turned upside down after he was accused of paying for sex with a minor, expressed his relief after the charge was dropped yesterday.

Former senior manager Payton Scott Velo, 45, who maintained that the allegation was false, was visibly emotional as he walked out of court after getting an effective acquittal yesterday.

"It's like you were in a coma for 14 months and suddenly you wake up and you realise a year of your life has gone that you can never get back," said Mr Velo, who attempted suicide after being charged last year.

"It's a hard allegation to get past... The plans are to recover, and I don't know what that means, to be honest, at this point," he told The Straits Times.
