Osaka’s answer to the Tokyo geek paradise of Akihabara is Nipponbashi — a district that Weekly Playboy (Oct. 29) says is quickly changing into a lawless collection of dubious cafes and parlors peddling eroticism.

One disgruntled office worker in his 20s, a regular customer at maid cafes, where young girls in costumes serve food and drinks and engage in conversation, describes one particular establishment as a “bottakuri mise,” or rip-off joint.

Order a cup of coffee (500 yen) and an omelet with rice (2,500 yen), he says, then select a particular girl (1,000 yen), enjoy a 30-minute chat (5,000 yen), and “before you know it you’ll wind up with a bill of 12,500 yen.”

Weekly Playboy says that this particular maid cafe was busted on September 1 for employing a 14-year-old girl — a violation of the Labor Standards Act regarding employment of minors. The cafe, which the tabloid does not name but is in fact Maid Rimu,

But within three weeks, the cafe was open for business again, still charging exorbitant prices. Weekly Playboy wonders how such blatant scamming is legal.

“During this economic recession, Nipponbashi was thriving due to its regular otaku (geek) clientele,” says one shop manager in the district. “So for several years, businesses not affiliated with otaku types started to infiltrate Nipponbashi.”

The manager provides examples of the Nipponbashi transformation: Kyabakura (hostess) clubs established maid kyabakura clubs and game merchants started maid casinos.

“Enforcement of laws prohibiting bottakuri practices by the Osaka prefectural government do not target Nipponbashi,” says the same source. “That’s why disreputable businesses in the Kita and Minami areas that have been shut down by the cops move to Nipponbashi. Here, they can repeat the same rip-offs.”

Weekly Playboy advises that bottakuri scams are not only being carried out by maid-related establishments as such activities also take place at shops offering entertainment by high-school girls (known as JK, which is short for joshi kosei).

Two writers for the Mainichi Shimbun newspaper (Sep. 26) take a stroll around the area, specifically the Otaku Road loop, to discover a pair of young girls in school uniforms, claiming to be 18 or 19 years of age, touting for an unmarked shop on the second floor of a building.

Inside the establishment, the journalists play a round of video games, enjoy some juice (priced between 1,000 and 3,000 yen per cup), engage in a 30-minute conversation, and are presented with a bill of 15,000 yen, which they are told includes an added charge for conversing with the staff members.

The manager of an otaku shop says that recently school girls offering reflexology massages are in demand, but services go beyond the mere application of pressure to the feet or hands. “Services are rendered in a private room, and it gets shady, with a lot of body contact taking place,” the source says.

Available options at such establishments include a slap in the face (500 yen), a five-second hug (1,000 yen), a kiss while resting in the girl’s lap (1,000 yen), and a one-hour walk (8,000 yen).

“Other extreme options I have been hearing about include deep kissing and some lewd activities,” says another manager. “One-hour walks outside the shop in which the girl changes into her regular clothes are also available. TOKYO (TR) – Justice minister Keishu Tanaka resigned on Tuesday morning due to health problems, a move that follows revelations that he has ties to organized crime and a funding scandal, reports the Sankei Shimbun (Oct. 23).

Tanaka, a Lower House member from Kanagawa Prefecture, cited an irregular heartbeat and other ailments in his letter of resignation submitted by his secretary to Prime Minister Yoshihiko Noda.

“I cannot permit myself to impose my troubles on the function of the Ministry of Justice, the Diet, and the nation,” said Tanaka, as reported by the Yomiuri Shimbun. “I have decided to resign, and it is inexcusable.”

The 74-year-old was appointed as justice minister on October 1, when Noda reshuffled the Cabinet in an attempt to boost sagging support. The minister entered a Tokyo hospital for heart-related issues last Friday. He was discharged on Monday.

The October 18 issue of weekly tabloid Shukan Shincho revealed that three decades ago Tanaka acted as a marriage matchmaker for an upper member of the Inagawa-kai, Japan’s third-largest crime family, in Yokohama and participated in the ceremony by giving a speech — allegations that the minister did not deny.

In the article, Tanaka, however, denied knowing that any of the participants had affiliations with organized crime affiliations at the time of the proceedings. He said he discovered the underworld connection at a later date. On October 12, the day after the magazine hit the stands, he said that resigning from his post was not a possibility.

Two days after his appointment, it was revealed that the minister received 420,000 yen in political funding from a Chinese supporter — a violation of the Political Funds Control Law, which requires contributions be sourced only from Japanese individuals or enterprises.

Noda’s administration currently has an approval rating of approximately 20 percent.

Potentially putting more downward pressure on that figure was last week’s issue of tabloid Shukan Bunshun (Oct. 25), which reported that Minister of Finance, Koriki Jojima, received assistance from an Inagawa-kai front company during his 2009 election campaign in Kanagawa Prefecture.

Noda has said that there is a distinct possibility that he will dissolve the House of Representatives and hold a snap election before the end of the year if certain bills pass the Diet beforehand.

TOKYO (TR) – Aichi and Gifu prefectural police on Wednesday arrested the manager of an illicit “live chat” Internet service that featured underage school girls, reports the Sankei Shimbun (Oct. 24).

Tsukasa Ishii, 37, the manager of the Nagoya-based site and three others were taken into custody for projecting images on the Internet of girls under the age of 18 as they removed their clothing for men to view — a violation of the Labor Standards Act regarding limitations on harmful and injurious work.

All four suspects have reportedly denied the allegations.

Between October of 2011 and January of this year, the four suspects are alleged to have on 12 occasions brought a 16-year-old high-school girl to an apartment in Naka Ward for filming using a Web camera while she was in her underwear and unclothed.

Since beginning operations in March of 2010, the site had earned 220 million yen in income through August of this year, according to investigators.

According to the Mainichi Shimbun (Oct. 24), the site had 1,500 girls and 9,800 male customers registered on its books.

In September, officers from the same two prefectures busted a similar operation in Nagoya run by 26-year-old Yosuke Kamiyama, as reported by the Kyodo News wire service (Sep. 7).

Sumiyoshi-kai members Toshiyuki Miyashita, 61, and Yasuyuki Doi, 29, and one other suspect were taken into custody for allegedly introducing a 17-year-old girl to men for sex at love hotels in the Kabukicho red-light in March — a violation of the Anti-Prostitution Law. None of the suspects would comment on the validity of the allegations.

According to police, the teenage girl ran away from home in February. While walking through the streets of Kabukicho, she was approached by Doi, who asked, “How old are you? Will you have sex?” Miyashita then arranged an apartment the victim used while she engaged in prostitution. The girl told officers that she provided sexual services to about 100 men over a one-month period.

According to Jiji Press, the girl was received roughly half the money paid by her customers with the suspects acquiring the remainder.

While living in Miyashita’s accommodation, the victim returned to her home one day in March. But since the suspects had seized her health insurance card she soon after returned to Kabukicho.

TOKYO (TR) – Kanagawa prefectural police earlier this month arrested a 73-year-old woman on prostitution charges, reports the Sankei Shimbun (Oct. 12).

At around 1 a.m. on October 12, Tamako Boku, 73, who is of Korean descent, was taken into custody by a plainclothes officer from the Isezakikei Police Station for offering sexual services in the streets of the love hotel area of Sueyoshicho in Yokohama’s Naka Ward — a violation of the Anti-Prostitution Law regarding solicitation.

“My living expenses are too high,” the suspect reportedly told police in admitting to the allegations.

According to investigators, Boku looks younger than her actual age, appearing to be around 50. “Up until now, she is the oldest person (brought up on these charges) that we are aware of,” said an investigative source.

The suspect was picked up on similar charges six years ago, when she was 67 years old.

“She does herself up to look young,” says an officer, adding that she sports golden hair, a coat, and high heels. “In the dark, her customers probably can’t determine her real age.”

Kanagawa prefectural police said that the suspect typically serves three to four customers each week, charging 15,000 yen (including hotel fees) per session. In an average month, she collects 150,000 yen in income.

“I used to work as a hostess,” the suspect is quoted by Nikkan Sports (Oct. 13). “But as my age increased there were no shops that would hire me so I started working in prostitution.”

TOKYO (TR) – Tokyo Metropolitan Police earlier this month announced the arrest of three employees of a sex club in the Uguisudani district of Taito Ward for employing a teenage prostitute over a one-year period, reports the Sankei Shimbun (Oct. 4).

Officers from the Shitaya Police Station took the manager of “delivery health” club Denma Sentai Iramachion (The Electric Massage Blow-job Squadron), Hideki Yamamoto (35), and two former employees into custody for allegedly dispatching a 16-year-old girl to nearby hotels for sexual encounters with male customers — a violation of child welfare laws regarding obscenity.

Between July 2011 and June of this year, the girl received seven million yen income, according to news site The Real Live Web.

The girl had run away from her home in Kanagawa Prefecture. During her employment at Denma Sentai Iramachion she stayed at the club’s dormitory.

“I know that I shouldn’t hire girls under the age of 18, but I didn’t know she was under 18,” Yamamoto is quoted by police in denying the allegations.

Upon her hiring, the 16-year-old provided the club with forged resident and identification cards indicating that she was 20 years old.

Denma Sentai Iramachion charged 23,000 yen for one hour, a fee that is considered high in the delivery health industry. But the club was popular for its fetish services, such as the utilization of gags and female employees dressing in various uniforms.

It is unclear when the club was busted, but its Twitter account (@irama_dansyaku) last posted an update on September 29.

TOKYO (TR) – Former adult video (AV) star Nao Saejima passed away in September after battling a lengthy illness, reports Sankei Sports (Oct. 25). The veteran of over 40 films was 44.

An associate of Saejima on October 22 posted on Twitter that the former actress died on September 29. The tabloid reports that another acquaintance said that Saejima had been stricken with cancer five years ago and had been having trouble walking for the last few months.

Saejima, who was born in Tokyo, started her career in entertainment as a pin-up gravure model. Two years later, she began appearing as a special reporter on hot springs resorts for the evening television program “11 P.M.”

She made her debut in AV in 1987 with the film “No.1 F-Cup: Saejima’s Awakening.” Sankei says that with her slim form and large breasts, she rocketed straight to stardom in a flash. That same year, she appeared in a title within the popular Alice Japan “Flashback” series.

Along with starlets Yui Saito and Midori Hayama, Saejima was an inaugural member of the all-porn pop trio RaCCo-gumi, which released its first single “Lemon Kiss” in 1988.

Also in 1988, she starred in “Nao Saijima: Orgasm Holiday,” an entry in the Nikkatsu “roman porno” soft-core series of films in which the actress looks back fondly upon escapades in Tokyo and Okinawa.

“I met her in 1989,” says writer Shirotora Nagase. “Even without any make-up, her face was bright and cheerful.”

TOKYO (TR) – A relative of a woman under investigation in relation to three bodies discovered in Hyogo Prefecture and accused of manslaughter in a separate case received a larger life insurance payout than previously thought after her husband died in a fall in Okinawa, reports Sports Nippon (Oct. 25).

Miyoko Sumida, 64, was indicted for the death of 66-year-old Kazuko Oe, whose body was discovered in November 2011 encased in concrete inside drum stored in a warehouse in Amagasaki City, Hyogo. She is accused of inflicting injury resulting in death.

On October 14 and 15, police discovered three corpses under the unoccupied Amagasaki home of the grandmother of the wife of the son of Sumida. The grandmother has not been seen since 2003. Sumida’s younger sister, Mieko Sumida, and daughter-in-law, Rui Sumida, 27, are under prosecution for stealing 3.7 million yen in pension money from the grandmother’s account.

Police investigators announced that one body was that of Mitsue Ando, 71, the girlfriend of Miyoko Sumida’s elder brother. The other two corpses are Mariko Nakashima (29), the older sister of Rui Sumida, and 68-year-old Takashi Tanimoto, whose elder brother was an acquaintance of Miyoko Sumida.

Investigators revealed on Wednesday that following the accidental death of the husband of the suspect’s younger sister, Mieko Sumida, 59, during a sightseeing trip to Cape Manza in Okinawa in 2005, payouts of 90 million yen for insurance policies and a home mortgage exemption were made to the junior Sumida.

On July 1, 2005, a group of nine people, including both Miyoko and Mieko Sumida, their relatives, and friends, gathered for a photo session at the edge of a 30-meter cliff overlooking the ocean. While standing in the back of the group, the victim suddenly dropped to his death.

In addition to the previously reported policy worth 10 million yen, it was announced that two other insurance policies worth 50 million yen were taken out in the name of Mieko Sumida’s husband. A home mortgage exemption valued at 30 million yen was also collected.

In 2000, a condominium, also located in Amagasaki, was purchased in the name of Mieko Sumida’s husband. A loan of 29.8 million yen was taken out for the purchase, with Ando, who was found under the Amagasaki home last week, as one guarantor. The month after the incident in Okinawa, Mieko Sumida repaid the loan in its entirety.

News reports have indicated that the condo was outfitted with luxurious interiors and regularly utilized by members of the family. A restaurant operator, who visited the apartment, tells the Sankei Shimbun (Oct. 19) that the elder Sumida showed him a glass case containing 200 million yen in precious metals and tableware.

Due to collective debt problems, the home was seized by the courts and will be put up for auction in November.

Investigators believe that no fewer than seven people seen regularly at the Amagasaki home that contained the three bodies are still missing.

A person close to the elder Sumida is aware of a total of six murders. In addition the bodies found under the Amagasaki home, the source says three other bodies were disposed of at sea, along the border of Hyogo and Okayama prefectures, and at the home of a relative in Takamatsu City, Kagawa Prefecture.

TOKYO (TR) – Aichi and Fukui prefectural police arrested two men for the dumping of the body of bar hostess Madoka Morioka, whose corpse was discovered earlier this year in Fukui Prefecture, reports Nikkan Sports (Oct. 26).

Keiji Hayashi, 40, and Toshiyuki Watanabe, 34, both residents of Gifu Prefecture, are accused of abandoning the body of the then 27-year-old Morioka, a resident of Ichinomiya, Aichi Prefecture, inside a refrigerator in the Kuzuryuko Lake area of Fukui.

According to police, both suspects, who were regular customers at the victim’s bar, have reportedly denied the abandonment allegations. “I cannot understand why my name came up,” Watanabe said. Police are now investigating the pair on murder charges.

The hostess, who was 27 at the time, was last seen at her home in in the early morning hours of November 24, 2011 after returning from work at her club in Ichinomiya. She left word with the household that she was going to meet a customer and departed by car. Her body was discovered on May 21 of this year.

The following day, the license plate and navigation system of her vehicle were found in the mountains of Toyota, Aichi. Investigators then launched an investigation, with her acquaintances as the focus.

Police discovered an entry in her diary for the evening before she disappeared that read “Kei-kun,” which pointed investigators to Hayashi as being a suspect.

Officers from the peace preservation division took Atsuhiro Yamamoto, 22, and eight other suspects into custody for aggressively touting for hostess clubs in the streets of Kabukicho — a violation of a Tokyo ordinance regarding bothersome behavior.

“I wanted to play in Tokyo, and I saw on the Internet that recruitment for touting was taking place,” said the super-featherweight, who currently holds a 5-5 win-lose record.

The suspect is alleged to have followed a 40-year-old male office worker for approximately 40 meters while loudly declaring that he could offer him a very cheap hostess club.

Law enforcement also raided a hostess club for unlawfully employing Chinese women — in violation of refugee statutes — and two shops for selling uncensored adult video DVDs, while violates a law regarding the unauthorized creation of electromagnetic materials for the purpose of sale or ownership.

Fuji News Network reports that a total of 14 suspects were arrested during the four-day crackdown.
